Research On The Cultivation Of Civil Servants’ Moral Quality

In the nineteen major reports of the Communist Party of China,Xi Jinping stressed that the first thing to govern the country is to employ people and conduct oneself.The first thing is to uphold morality and cultivate morality.Therefore,the majority of civil servants and leaders at all levels strengthen moral cultivation and regard firm belief as the primary content of moral cultivation.Civil servants,as researchers of national policies,managers of social affairs and executors of policy implementation,are the core forces of governing the country and society,as well as representatives of the party,the country and the government.Their moral performance,value pursuit and self-discipline not only directly affect the impression of the people on the civil servants,the government,the country and the party,but also affect the social development.Therefore,this paper will study the moral quality and self-discipline of civil servants in China,and analyze the current situation of the moral quality and self-discipline of civil servants in China by combining the relevant theories of the professional ethics and self-discipline of civil servants.In the analysis of the current situation,this paper intersperses the examples of Inner Mongolia’s civil servants’ moral construction and self-discipline situation,drawing on the experience of civil servants’ Moral Construction in the United States,Japan and Singapore,and puts forward suggestions for strengthening civil servants’ moral construction and self-discipline.
