The civil servant individual moral construction is an important part of socialism morality, civil servants’ moral quality on society has a very strong demonstration and guidance effect. But in recent years the" official micro-blog room", civil servants abuse biological parents, officials" nude picture scandal" and other civil servants ethics decline phenomenon, seriously destroyed the authoritativeness and credibility of the party and government in the public Therefore, in order to improve the ruling ability of the party with the new situation, to strengthen the moral construction of the civil service is very important. Based on this background, this article started from the understanding of the individual moral construction of civil servants in our country, the individual moral anomie performance, analyzed the reasons, and actively explores the realistic way of building the civil servant individual morality; the purpose is to strengthen the legalization of building the individual morality of our country civil servants, improve the moral level and the moral cultivation of civil servants in our country. This paper is divided into five parts:the first part expounded the research background, significance, present situation of thought and method home and abroad. The second part started from the individual moral and the limitation of civil servants individual moral concept, discussed the significance of how to strengthen the civil servant individual moral construction. In the third part, the civil servant individual moral construction achievements and current our country civil servant individual moral anomalism and negative effect since the reform and opening of China are stated in this part. The fourth part analyzed the reasons of civil servants morality decline from the history, system, individual, economy four aspects. The fifth part is the focus of this paper, in this part I explored the implementation way of realizing the individual moral construction of civil servants in our country from learning from the traditional Confucian thought, using the successful experience of other countries for reference, strengthening the moral education, enhancing the system construction, intensifying the supervision five aspects.
