China has always attaches great importance to the civil servants’ moral cultivation.In the history of our country, many thinkers have raised the idea that the official shouldpay attention to cultivating morality and honest, this is also the rule abide by manyofficials. In the different stages of revolution, construction and reform, china’s previousleaders pay attention to the official’s moral cultivation specially, they put forward a lotabout requirements and standards of cadre’s moral cultivation. Especially since the18thCPC National Congress, the Party Central Committee pay more attention to the problemof civil servants’ moral cultivation, thinking that the civil servants should always“mirror”,“dress up” and “treat a disease”, and thinking that leading cadres should beupright, honest and clear. They not only put forward the rigid constraints such as “eightregulations”, but also put forward the soft requirements such as “three strict three real”.Not only attach importance to external heteronomy, but also pay more attention to innerself-discipline, particularly emphasis on leadership cadres that they should strengthentheir own moral cultivation.At present, our country is in the historical process of comprehensively deepenreform, all kinds of societal contradictions and problems highlighted, civil servantsalso appear the problem of moral imbalance frequently, so we should pay more attentionto the issue of civil servants’ moral cultivation. And civil servants’ moral cultivation notonly affects its own, but also affects the image of the whole country and nation, affectsthe social atmosphere, affects the development of the socialist market economy, affectsthe implementation of managing state affairs by ethics, affects to achieve Chinese dreamof Chinese nation’ great rejuvenation, so enhancing the moral cultivation of civilservants has very important significance.In this paper, according to the basic research ideas of asking questions–analyzingthe problem–solving the problem, mainly using the method of theory with practice, theanalysis method of internal cause and external cause, literature collection methods tocarry out relevant interpretation, and using the power of the double structure theory putforward by professor Zhang Kangzhi, subjective responsibility and objectiveresponsibility theory put forward by the Cooper, Fenner and Fred Ritchie debate aboutinternal and external control and administrative personality theory, to analysis theproblem of civil servants moral cultivation comprehensively and deeply. The author thinks that in the historical process of in-depth reform, the mainstream of civil servantsmoral cultivation is good, but there also exist quite a few problems of individual civilservants’ moral cultivation. In this paper, the style of the leading cadres of the partycentral committee put forward in terms of the most prominent problem of “four wind”as a concentrated reflection of problems exist in the civil servants’ moral cultivation.This paper analyze the reason of the problem from two aspects of their own reasons andthe external environment, and putting forward suggestions to strengthen the civilservants’ moral cultivation, thinking that on the one hand, civil servants shouldstrengthen their own internal training, on the other hand they need good externalenvironment for the protection, and finally combining these two aspects.This paper studies the issue of civil servants’ moral cultivation, hoping that it canplay a good reference to strengthen the civil servants’ moral cultivation. At the sametime I also believe that through the civil servant’s own continuous efforts and theceaseless improvement of external environment, civil servants moral cultivation must beable to adapt to the further development of the new requirements of the socialist marketeconomy, and promote the healthy development of our country’s economy and society.
