Government And Non-governmental Organizations Collaborate In The Field Of Public Services

After the reform and opening up,non-government organization(NGO)emerged in the field of social public service as a new force.At the same time,with the increasing complexity and diversity of social problems beyond the capacity of a single sector,cooperation between the government and ngos has emerged.In the field of public service,only by seeking a practical mode of cooperation between the government and non-governmental organizations can we effectively help them provide higher quality public services to the society and more meet the needs of reality.Based on the background of The Times,this paper studies the cooperation between the government and non-governmental organizations.The main contents include:(1)On the basis of existing studies,relevant literature is sorted out and summarized to form a relatively complete research review.(2)For the main line,the cooperative research between the government and ngos involves the inductive research of the cooperation mode between the government and ngos,the factor analysis research of influencing the cooperation between the government and ngos,and the comprehensive comparative research of the cooperation mode between the government and ngos based on the influencing factors.First of all,the level of the relationship between them by the shallow and deep,from junior to senior,from simple to complex cooperation the government and ngos cooperation mode classified into four types,respectively is: the government's leading cooperation mode,service type alternative cooperation mode,complementary mutual cooperative mode and synergies cooperation models,and on the above four kinds of cooperation mode analyse and discuss the individual;Secondly,on the basis of literature review,this paper points out the consensual influencing factors of the cooperation between the government and ngos,including resource dependence,ngo participation,interaction,institutionalization and ngo status,and defines and discusses each influencing factor accordingly.Finally,based on the above factors,the four cooperation modes summarized above are compared comprehensively,and the transformation and evolution of cooperation modes are obtained.(3)For the second line,the research on the selection of cooperation mode between government and non-governmental organizations,this paper mainly adopts theoreticalmodel construction and case study.The model construction is divided into two categories:one is the model selection model based on internal and external factors of cooperation;the other is the model selection model based on the advantages of ngos.For internal and external factors influencing the choice of cooperation,this article summarize the external factors as the activity area factors,internal factors are mainly from non-governmental organization itself,with these two factors as two axes,thus build the 2 d coordinates of the government and the ngos cooperation mode choice model?;For ngos to their advantage,this paper identified the three advantages of ngos: service orientation,organizational flexibility and innovation,with the three ability strong and the weak degree as three axes,thus build the 3 d coordinates of the government and ngos?,?cooperation mode choice model.(4)Finally,based on the built model? ?,?and model,government and nongovernmental organizations(NGOs)in the choice of cooperation mode of two kinds of models,path,and using the method of case analysis,combing with the discussion on the model for example,in this paper,the related conclusion.
