The stress of urban management is growing due to the continuous urbanization which pushes more and more people into cities.Meanwhile,more attention is paid to urban management for the continuous improvement of human living standards and the increasing desire of better urban environment.Therefore,a law-enforcing team of urban management characterzed by high efficiency and full of energy,which can promote the development constantly,is urgent.And a set of scientific and perfect reward system is necessary to raise the motivation of such a team.Firstly,the current situation of reward system for the law-enforcing team of urban management of Sucheng district,Suqian,Jiangsu,was analyzed by the questionnaire and interview which based on the theories of content motivation,process motivation and adjustment motivation.The main problems founded by this paper are as follows:(1)The evaluation results are not linked to the salary and promotion closely;(2)The mechanism and opportunity of promotion is rigid and small,respectively;(3)The salary is not proportional to the nature of their job and their working strength;(4)The implementation of awarding and penalty is not always guaranteed due to the absence of designated fund.And the causes for above mentioned problems are also analyzed in this paper.(1)The structure of the department of urban management is unreasonable due to the lack of corresponding parent department and the mix of its member;(2)The designated fund is absent which lead to the team construction cannot be strengthened;(3)The implementation of related system including assessment system,promotion system,and so on,is not strict.Secondly,the excellent incentive measures used to manage the law-enforcing teams of urban management of abroad and domestic are summarized in this paper,and these measures can be replicated.In the USA,the salary of civil servants is composed of two parts of "basic salary" and "comparable salary",and the latter is linked to the performance assessment.In France,the career development plan of law-enforcing officials is emphasized by the government.And the corresponding systems including performance assessment,personnel selection,staff promotion and staff training are created.In Singapore,the funding sources of urban management are identified clearly.In China,the law-enforcing officials of urban management are included in the authorized staff of Guangzhou,the system of awarding and penalty of urban management is innovated by Xining government,and the middle-level deputy positions of urban management are took office by competition in Kunshan.Finally,the incentive measures benefitted to the construction of the law-enforcing team of urban management of Sucheng district,Suqian,Jiangsu,are propounded in this paper.And these measures are in line with the reality of law-enforcing team of urban management of Sucheng district.(1)The evaluation results should link to the salary and promotion closely;(2)The scientific promotion methods including job competition and mobility should be established.(3)The salary system should be improved and the subsidy of on duty should be increased.(4)The system of awarding and penalty should be improved and strictly executed.
