Study On The Problems And Counter-measures Of Smart Urban Management In Jiulongpo District

With the emergence and rapid development of the new generation of information technology,smart city has become a new management mode to solve urban management problems,improve people’s livelihood and promote urban development.Based on the background of smart city development,China’s urban management informatization process is facing the upgrading from digital urban management to smart urban management.However,the construction of smart urban management in Jiulongpo District started late,and the development of smart urban management is lagging behind.Currently,there are some urgent problems to be solved in smart urban management.This paper conducts research on the smart urban management in Jiulongpo District,in order to put forward valuable and practical suggestions for the Jiulongpo District government,and improve the urban governance level of Jiulongpo District.By analyzing the current situation of smart urban management in Jiulongpo District,this paper analyzes the following problems in smart urban management in Jiulongpo District: the construction level of smart urban management at the technical system level is not high,and the integration of resources is insufficient;At the management system level,the adaptability of the management mechanism is lacking,the powers and responsibilities are unclear,and inter-departmental coordination is difficult;Public participation in smart city management is limited and the degree of intelligence is low.Further,this paper analyzes and summarizes the experience in Hangzhou and Chengdu,and believes that the two cities have certain reference significance in four aspects: resource integration and information sharing,management system,talent training and public participation.Accordingly,this paper proposes that the government should strengthen guidance and promote the improvement of technology level and integrate the resources of smart urban management system;Optimize the setting of post personnel,promote the training and construction of professional talents,and adjust the proportion of grassroots personnel;Perfect the smart urban management mechanism and optimize the command and coordination system;Improve the public service system and enrich the channels for the public to participate in smart city management..
