A Study On The Problems And Countermeasures In The Construction Of Urban Management Law Enforcement Team In Guangzhou City

The quality of urban management and law enforcement personnel not only directly affects the overall image of urban management and law enforcement team,but also influences the level and efficiency of urban management and law enforcement,even impacts the social stability and harmony.As a matter of fact,the quality of urban management and law enforcement establishment is reflected in the entire law enforcement personnel and administrative efficiency.Urban management has been given a poor reputation,which is imputed to the flawed urban management system.However,the urban management system will be unified through different levels,provincially,even nationally.For external reason,law enforcement at grass-roots level must answer the call from upper levels.Internally,the enhancement of law enforcement team construction is the key to promoting a better icon of urban law enforcement and boosting the administrative efficiency.In this paper,by reading a large number of literatures,this paper takes the urban management law enforcement system of Guangzhou A district as the object and uses the public sector human resources theory,based on personnel Management,recruitment,training and evaluation mechanism as four aspects,to seek the problems and solutions through investigating the grassroots urban management law enforcement team in objective field and conducting questionnaire survey and interview of urban management law enforcement personnel as well.It is significant to provide reference to improve the urban management law enforcement team of Guangzhou and existing urban management law enforcement team in other places,which contributions to a better law enforcement team and a better resource distribution.The article consists of five chapters: The first chapter introduces the background and significance of the research,summarizes the relevant research results at home and abroad,defines the relevant concepts,and explains the research ideas,research methods and innovation points of this paper.The second chapter elaborates the content of the construction of Urban Management Law Enforcement Team;The third chapter introduces the general situation of urban management law enforcement team in Guangzhou A district.Chapter 4 analyzes the problems and causes of the construction of urban management law enforcement team in Guangzhou A district.The fifth chapter uses the theory of public sector human resources management,Aiming at the problems existing in the construction of urban management law enforcement team in A district,the corresponding countermeasures and suggestions are put forward.
