Research On The Development And Evolution Of Russian Marine Policy

Russia is located in the Eurasian continent,Europe and Eastern Europe plain,which has no natural access to the sea and barrier support for many years.From the actual situation of Russian historical development,the maritime policy plays a very important role in Russia.By developing the maritime industry,Russia's economic construction can be promoted and its comprehensive national strength enhanced.In the context of international development,the basic question of Russia's maritime policy is how to exert and utilize its maritime rights as a continental country to achieve its national policy development goals.In order to achieve this goal,Russia needs to adjust the previous Marine policies,abandon the traditional thinking mode of right in the management of Marine,optimize the Marine policies and expand the economic dimension.This paper is divided into five chapters.In the first chapter,the research background,literature review at home and abroad,research ideas and methods are briefly analyzed sand summarized.The second chapter defines the concepts of "ocean policy","geopolitics","Arctic route",and combs the theories of "ocean governance","government functions","sea power" and "public policy".Chapter three elaborates the historical evolution analysis of Russian marine policy,points out the historical origin of Russian marine policy.Russia,s expansion and development in history has maiuly gone through the following stages of development.At different stages of historical development,its marine policy is also evolving,reflecting different eharacteristics.Chapter four elaborates on the analysis of the influencing factors of Russia's current marine policy,pointing out the cooperation and disputes between Russia,the United States and Russia and Europe,and the disputes surrounding the Arctic among the relevant countries.In the fifth chapter,according to the development trend and existing problems of Russian marine policy,the countermeasures and suggestions of Russian marine policy optimization in the new century are elaborated.This paper takes from the historical process of the development and evolution of Russian marine policy,and probes into the optimization strategy of Russia's maritime policy in the new era from several aspects,including the development background of Russia's maritime policy,the influencing factors of Russia's maritime policy.
