Immigration is a social behavior based on the economy and related to the distribution of political culture and social and economic development in the production process.Immigration took place in Russia,affecting the redistribution of labor resources and population.During the Soviet period,the main forms of immigration in the Russian region and the former Soviet republic were foreign labor immigration,educational immigration,marriage and family immigration.The main direction was the migration from Siberia,the Far East or the southern Soviet Union to the urban and rural areas of the new industrial zone in Kazakhstan.The disintegration of the Soviet Union led to the repatriation of a large number of refugees,and the population of the newly independent nation from the former Soviet Union flowed into Russia.On the one hand,urbanization and industrialization have intensified with the decline of technology,which has strengthened the demand for rural industrialization and urbanization.For example,a large number of rural populations in cities have lost their agricultural base and promoted the flow of people from rural to urban areas.On the other hand,the lifestyle and living standards of Russian urban and rural populations vary widely and cities are more attractive.Major changes have taken place in Russia's domestic economy and society,and the state of Russian society has reversed.This background has brought unprecedented new changes to the country's immigration process.Many Russians,especially Jews,supported Russia's early independent immigration policy and naturally lifted the connection between Russia and other CIS countries.Senior experts in the Baltic Sea,even Russia,have been forced to emigrate abroad.This is a manifestation of the phenomenon of military conflict and illegal immigration away from the country.An important factor in the gradual migration from the whole country to the residents of Siberia and the Far East is the advanced economic level.The central part of Russia with excellent living conditions is an ideal place.Although Russia's population level has declined,it has also ensured a balanced population and immigrant population and reduced the burden on the country.This mobility is an important factor in the immigration itself.The current situation of immigration in Russia is very complicated and difficult to regulate.The issue of immigration is the most important issue of concern to the Russian government and the community.In the decision-making process,policies and institutions will become key factors affecting immigration.Therefore,this thesis will study Russia's immigration policy of the Russians in Kyrgyzstan.Based on the systematic research and analysis of relevant literatures at home and abroad,this paper will conduct a comprehensive and specific study on Russia's immigration policy of the Russians in Kyrgyzstan.This thesis is divided into five chapters.The first chapter is the introduction.It is summarized from the background and research significance,related concepts and theoretical foundations,research contents and research methods.The second chapter introduces the related concepts and theories of this research.The third chapter is the analysis of Russia's acceptance of the immigration status of the Russians in Kyrgyzstan;the fourth chapter is the experience of foreign immigration policy;the fifth chapter is to further strengthen the Russian immigration policy analysis of the Russians receiving Kyrgyzstan.Suggestions for this will be given to the improvement and development of Russian immigration policy.Promote the legal formulation of immigration policies and achieve rational and effective sharing of global resources.
