Application Of PPP Mode In Urban Underground Integrated Pipe Gallery And Optimization Of Government Management

This paper focused on PPP model,analyzes the application of PPP model in China's urban underground pipeline utility tunnel,especially the form of government participation under PPP model,and studied what aspects the government should optimize the management of urban underground pipeline utility tunnel.Theoretical aspects,this paper analyzed the connotation of PPP mode and its operating mode in-depth,summarized the basic features of the PPP mode,compared the advantages and disadvantages of the PPP mode and other infrastructure investment,found the PPP mode in increasing the service efficiency of funds,the reasonable share risks and promote the healthy development of the market has its unique advantages,the introduction of PPP mode invest in the construction of municipal public utility is the trend of urban construction and development in China,the construction of underground pipeline utility tunnel investment of choice.Then,through the role analysis of each participant in the construction of underground pipeline utility tunnel and the PPP project stakeholder matrix analysis,the best investment portfolio suitable for the construction of the underground pipeline utility tunnel in China is found.Empirical aspects,this paper investigated national top ten pilot underground pipeline utility tunnel in the 2015,studied the government should strengthen the PPP mode,the management of the urban underground pipe rack,nuances of comparative forms of government involvement in the PPP mode and the advantages and disadvantages,it is concluded that the EPC(Engineering Procurement Construction,Engineering general contracting)+ BOT(Build Operate-Transfer,Construction-operation-Transfer)is the most suitable for the urban underground pipeline utility tunnel of the PPP approach,is conducive to the management of the government.Finally,this paper analyzed the changes brought by the introduction of PPP model to the investment construction and operation management of underground comprehensive pipe gallery in the city,one by one,took the construction of underground pipeline utility tunnel in kunming city as example.In view of the problems existing in the construction and operation of urban underground comprehensive pipe gallery under PPP model,such as lack of laws and regulations,unreasonable establishment of government agencies,high financing cost,and difficulty in charging and pricing,this paper puts forward some Suggestions for promoting the construction ofurban underground pipeline utility tunnel and optimizing government management.
