Research On Risk Management Of PPP Project Of Underground Pipe Gallery In T City

At present,China's rapid economic development,the level of urbanization continues to improve,people's requirements for urban infrastructure is also increasingly high.However,due to the huge amount of funds needed for the construction of public infrastructure,government investment alone will increase the financial pressure of the government,and even lead to debt phenomenon.PPP mode can not only reduce the financial pressure of the government,promote the transformation of government functions and improve the supply capacity of public goods,but also help promote the development of private enterprises and bring certain economic benefits to private enterprises.PPP model is an innovative approach of the government in providing public goods,which is of great significance to the government sector,the public and private enterprises.Of course,we should also see the disadvantages of PPP mode in operation.In this paper,by adopting the method of literature method and investigation method,the selection of T city high-speed district underground pipe rack the PPP projects,combining with the characteristics of infrastructure investment at present stage,through to the PPP project risk,control T city high-speed district underground pipe rack the specific circumstances of the project,the risk of the project in accordance with the attributable risk main body,form the government risk,market risk and enterprise risk three risk list.Among them,there are 9 risks including government intervention risk,government credit risk and environmental protection risk,6 risks including public opposition and financing risk,and 8 risks including delayed default by a third party,construction risk and operation risk.At the same time,the risk of the project at the present stage,such as economic environment and financing risk,legal environment risk,construction risk,operation risk and other risks,is analyzed in detail.T,on this basis,the analysis the present situation of the underground pipe gallery PPP project risk management,and analyze the project risk management problems and reasons,it is concluded that the project risk management five aspects of problems,coordination mechanisms are unable to operation,financing risk control measures lack,frequent government defaults,static management and dynamic protection andregulatory system is not perfect.It is concluded that the reasons are lack of professionals,lack of advanced PPP laws and legislation,lack of contract spirit,weak awareness of risk management,and unclear role positioning of the government.In view of the appeal problems and reasons,this paper puts forward five Suggestions on how to improve the risk management countermeasures of PPP project in the underground pipe gallery of T city.Second,accelerate top-level legislation and strengthen legal supervision;Third,cultivate the spirit of contract,establish good credit;Fourth,strengthen risk awareness and standardize financing management;Fifth,transform government functions and strengthen social supervision.
