Research On The PPP Mode Of The Underground Comprehensive Pipeline Gallery In Dalian From The Perspective Of Public Product Theory

As an indispensable part of modern urban infrastructure construction,the underground comprehensive pipe corridor has been more and more respected and favored due to its great advantages in underground pipe network laying and management.However,due to the huge cost required for the construction of underground comprehensive pipe corridor and its maintenance and management after completion,most local governments still balked at it.PPP mode is an effective way to solve this problem.According to the relevant opinions and requirements of the state council,the dalian municipal government started the implementation of the PPP mode of underground comprehensive pipe corridor,centering on the goal of building a modern national city and the requirement of "establishing a city with high quality".After nearly 5 years of operation and practice,the PPP project of underground comprehensive pipe gallery in dalian has taken shape: xiaoyawan,sports central business district and other projects are progressing smoothly,and the operation mode,investment and financing structure,output performance mechanism and risk distribution mechanism of the PPP project of underground comprehensive pipe gallery are basically formed.However,there are still problems in the legal system,risk mechanism and project design,which need to be solved urgently.To dalian city underground pipe rack to systematically the problems existing in the PPP project steak comb and analysis,this paper USES the integrated use of literature analysis,questionnaire survey and interviews survey method,such as discovery and tease out underground pipe gallery in dalian government functions play insufficiency in the PPP project,backward project risk management,project design quality low outstanding problems and obvious short board.On this basis,this paper takes the theory of public goods as the theoretical basis and analysis tool to analyze the main problems existing in the PPP project of dalian city's underground comprehensive pipe corridor from three aspects: imperfect system construction,imperfect risk management and low professional level of the PPP model.According to investigation found the problem,in this paper based on the actual development situation in dalian,on the basis of fully draw lessons from the UK,Australia,and zhuhai,guangzhou university town and in the construction of underground comprehensive utility tunnel projects both at home and abroad to establish perfect legal and regulatory system,establish and improve the specialized administrative department of the PPP project,focused on the quality of the participating companies,and provide sufficient policy support etc.Advanced experience;From effectively realize the transformation of government function,establish a sound system of laws and regulations,build a government's policy support system of organization and leadership level,to explore the comprehensive pipe gallery "dalian model" of the PPP project,perfect the PPP project of government subsidies,optimization of the PPP project risk prevention and control of project design level and to establish and perfect the PPP project management organization,build the PPP project feedback platform project from three aspects,such as operational level put forward the improvement of the underground pipe gallery PPP mode in dalian countermeasures.
