Research On Service Quality Promotion Of Senior-Care Station In Fengtai District Beijing

With the change of family structure,the conflict between traditional mode for senior and the needs of the senior is increasingly conspicuous with each passing day.The city of Beijing,which has a larger group of aging population,is exploring to develop an innovative mode of senior-care.Since Beijing Committee on Senior has raised the concept of "Senior-care Station in neighborhood",The government has published several administrative policies regarding this new concept which demonstrates the importance of Senior-care Station.Currant researches about the Station mostly focus on either contents of the Station's service or the advantages of the Station,and little empirical research on quality of service.Therefore,this article,by combining the theory and the research on practicing,investigates over 100 people of several groups such as the head person of the Station,the care workers and the senior in 7 Stations in Fengtai district,Beijing.It will provide a rich quantitative data and qualitative data for the quality of the station's service in Fengtai district.Therefore,this article is based on the privatization theory.Analogy to the theory of E.S.Savas' idea,which divides the participants of public service into arranger,provider and consumer,this article establishes three parts of Senior-care Station:served senior,provider and policy maker,and this article will analyze the quality of Station's service in Fengtai district from these three parts.This article,by combining the theory and the research on practicing,investigates over 100 people of several groups such as the head person of the Station,the care workers and the senior in 7 Stations in Fengtai district,Beijing.It will provide a rich quantitative data and qualitative data for the quality of the station's service in Fengtai district.The result shows that the Station's service quality and future development is good but with several limiting factors.Insufficient investment in medical resources in the station;weak volunteer service status has led to the obstruction of service channels,and it is difficult to meet the needs of volunteers in the elderly;the training of nursing staff in the station is insufficient,the training and practical projects are asymmetrical;the institutional norms of social organization have not yet been formed,and it is difficult to achieve normalization of cooperation.Subsequently,this paper puts forward the improvement of the future service quality of the community pension station in Fengtai district from the perspectives of increasing medical resources investment,smoothing volunteer service channels,intensifying the training of nursing staff practical exercises,and constructing social organization participation system norms.The proposal also promotes the future development of community pension stations.
