Research On The Dilemma And Countermeasures Of Grass Roots Government’s Petition Work

Grassroots petition work,as a direct link between the government and the masses,serves as a crucial means to resolve conflicts and disputes at the grassroots level.It bears the important task of responding to the sufferings of the masses,and conveying their voices.On the one hand,the grassroots petition work directly deals with people’s appeals and relieves their concerns.On the other hand,it conveys people’s most direct and urgent voices,which provides suggestions for higher authorities to formulate policies and regulations closest to people’s needs.Since the 18 th national congress of the communist party of China(CPC),the legalization and standardization of China’s complaint reporting work have been greatly improved,and many outstanding cases of complaint reporting have been resolved under the guidance of the principle of "Three in place and One handled",and the situation of complaint reporting has been continuously improved.However,with the rapid development of the economy and the progress of the society,people’s requirements for the quality of life are getting higher and higher.In the economic field,people are eager to improve their income and satisfy their pursuit of a high quality of life.In the political field,the people’s desire to participate in and discuss politics is growing stronger and stronger.In the social field,people’s demands on the ecological environment,fairness and justice,medical education and other aspects are getting higher and higher.The contradictions in petition in new areas,such as urban construction,agriculture and rural areas,and environmental protection,have gradually emerged and gradually occupied a dominant position,posing new challenges to the current grassroots petition work.Therefore,it is of great significance to further study the new situation and trend of social conditions and public opinions,the new characteristics and new rules of the contradictions in grassroots petitioners and petitioners,and the new requirements and expectations of petitioners and petitioners to improve the standardization of petitioners’ work.This paper is organized as follows.Chapter one provides an introduction to the researchbackground,the research significance,the research status at home and abroad,the research framework,the research methods and the innovation of this paper;Chapter two mainly elaborates on the basis of the research,including the related concepts,the classification,the functions of petition letters and the theoretical basis of the petition research.Chapter three mainly introduces the general situation of the work in district W,including the institution construction and the working procedures,as well as the effectiveness of the complaint reporting work.Meanwhile,it summarizes and analyzes the situation from four aspects,including the increasing volume of the petition letters,the salient contradictions in the key areas,the frequent communication of the specific groups and the frequent occurrence of the skip-level visits.Chapter four mainly discusses the dilemma faced by the complaint reporting work in district W,including the dilemma of the top-level legal system design,the dilemma of the complaint reporting department and the dilemma of the complaint reporting subject.Chapter five mainly analyzes the related reasons which result in the aforementioned dilemma from four aspects,including the defects of laws and regulations,the deficiencies of government departments,the deviation of the main target of complaint reporting,and the insufficient role of social forces.Based on the research results at home and abroad,Chapter six by combining China’s national conditions and the actual situation of complaint reporting in district W puts forward the targeted countermeasures and suggestions,including optimizing the top-level design,improving the standardization of work construction,strengthening the source control,and innovating the introduction of multiple mediation mechanism.Through the in-depth study of the complaint reporting work in W district,Dongying city,this paper identifies the predicament of the complaint reporting work at the grassroots level,analyzes the causes,and puts forward the countermeasures by combining the guiding spirit of the party central committee on the complaint reporting work.The above analysis,on the one hand,can ease the plight of complaint reporting in W district and promote the harmonious and stable development of the local economy and society.On the other hand,it can also provide reference for improving the current system of letters and visits,which is of great significance to improvethe national governance system and capacity.
