The Analysis On Dilemma And Outlet Of The Grass-roots Petition Work In Our Country

Nowadays,China's political and economic system reform continues to deepen,as a result of the reform in interests,it also brought a series of social contradictions.Because of the deep revolution of social structure and the racing risk of social contradictions,the petitioning system in our country is facing a big challenge,especially the grass-roots petition work.After the 4th plenary session of 18th CPC Central Committee,Ruling the country by law has been raised up to a new height.Under this big political affiliation,combined with the theory of political participation,based on the practice of grass-roots petition work,focused on the new task of grassroots petition work in new period,this paper makes an in-depth and detailed investigation on the petition work of N town in Hebei province.After accessed to a large number of Chinese and foreign literature and related research results,the author makes a comprehensive and in-depth analysis of the current situation of the petition work in N town.She finds various characteristic of the current situation of the petition work in N town,such as the variety of petitioners,the marginalization of letters and visits,interest demand.Depend on that summed up the difficult situation of the petition work in N town:abnormal visits happening frequency,the dislocation of petition consumerism,the racing difficulty of solving the case,the missing function of petition work and the lack of working team.After analysing the causes of predicament,she brought various specific improvement measures in many ways including ideology,institutional settings,team building and innovation model.Finally the author made several spot tentative plans in order to make positive reference to our country's petition system and grass-roots petition work,promote the lawful and orderly development of the petition work and contribute to the construction of socialist rule of law in China.
