The Digital Transformation Of British Government And Its Enlightenment To China

With the deepening of the information society and the continuous development of the new generation of information technology,the digital transformation of the economic society continues to advance,and the digital transformation of the government becomes an inevitable choice.At the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,for the first time,it was clearly put forward in the party's programmatic document to promote the construction of digital government.The digital transformation of government is to use information technology to build a government governance system that is more suitable for the needs of economic and social development in the new era.At present,government digitalization has become the key to improve the international competitiveness of a country and a region.However,influenced by many factors,there are great differences in the development level of e-government among countries,which are mainly reflected in the imbalance of economic,social and political development.In terms of government digital transformation,the UK has always been at the forefront.Guided by the development of e-government,the British government has opened the "British government information center" on the Internet,which mainly provides the public with the network addresses of government departments,academic institutions and enterprises,thus opening the prelude to the digital transformation of the British government.Since then,the digital transformation of the British government has gone through three stages: electronic office,digitalization and intensification,and digitalization and platformization.At the macro level,the cabinet office is the leading organization,which has formulated the continuity policy of the government's digital transformation;at the micro level,the UK has realized the successful transformation of public service online services by focusing on public demand,strengthening infrastructure,narrowing the digital divide and innovating application technology.The UK government's digital transformation mainly focuses on data,establishes a platform government,and unifies a large number of government websites to the UK official government website "www.gov.uk".Through "power slimming",we will promote the upgrading of government services,reduce the burden on the masses of enterprises,and add vitality to the economy and society.This has changed the traditional administrative mode and optimized the system and mechanism ofgovernment operation.It not only saves a large number of financial expenditure for the government,but also further enhances the openness of the government and forms a multi-agent collaborative governance.Although the UK digital transformation has made many achievements,the ability to stimulate economic and social vitality needs to be improved,data integration and sharing still need to be strengthened,and security issues are becoming increasingly prominent,which is also the existing challenge faced by the UK government digital transformation.After entering the 21 st century,China has been committed to promoting the digital transformation of government.The continuous development of "Internet +",cloud computing,big data and other emerging technologies has brought development opportunities for China's Government digital transformation,but the overall level is still lagging behind the developed countries such as the United States and the United States,facing regional development imbalance,digital divide,digital security and other practical problems.Standing at the tuyere of the times,it is an important proposition for the current government to seize the opportunity to realize the curve overtaking of the digital transformation of the government.Based on the analysis of the digital transformation of British government,combined with the current problems faced by China's digital transformation,this paper puts forward suggestions from the institutional level to promote digital equality,promote the construction of digital government,and provide reference for the digital transformation of Chinese government.At the central level,we should strengthen the top-level design,build a platform government,and promote the modernization of the government's governance system and capacity.At the local level,we need to support local governments to try first and gradually narrow the digital divide.Economically,we should promote the connectivity between government data and society,and stimulate economic vitality.Legally,we need to establish and improve the legal system to ensure data security and personal privacy.
