Self-reliant Survival:the Survival Logic And Operational Mechanism Of Township Governments

Maintaining public interest is the main function of the government,and the public attribute is the fundamental attribute of the government.However,as an institution composed of actors,the government has its own interests,which is also an undeniable fact.This paper is concerned about how the public servants of the township government realize their personal interests within the framework of public interest,and what are their survival logic and behavior characteristics?The research on the survival logic and operation mechanism of township government is mostly from the perspective of external institutional impact,but less from the perspective of internal attributes of township.Self interest is human nature,and the instinct response of an individual is to consider personal interests.It is easy to understand the self-interest of government officials at the individual level.For the self-interest of the government as a whole organization,there is little discussion in academia.This paper constructs a conceptual framework of "self-interest survival" on the whole level.The "self-interest survival" of township government refers to the logic and value pursuit of the township government to cater to its own interests in order to survive in the plight of pressure system and financial poverty.This is not only an initiative,but also a helpless move.According to Maslow's theory of hierarchy of needs(physiology,security,emotional belonging,respect,self realization),this"self-interest survival" is in the stage of intersection of physiological needs and respect needs,and tries to approach the vague level of self realization.In the form of specific performance,under the financial difficulties to increase revenue as the main goal and under the pressure system to complete the task of the superior as the main function.Through the empirical analysis of the behavior logic of "self-interest survival"of the township government in the process of post disaster reconstruction of Wuzhcn,this paper shows that in reality,the township grass-roots organizations have to work hard and plan carefully to ask for resources upward,to "implement both hard and soft" to the villagers under the pressure system,so as to tense the relationship with the villagers,but they have to "conspire" up and down to cope with the inspection of the higher authorities This public service function and contradiction handling process.The purpose of this paper is to find out the survival logic and operation mechanism of township government,which provides a micro perspective for understanding the operation of township government.
