Precision poverty alleviation is an important measure to win the battle of poverty alleviation.It is of great significance for China to get rid of poverty,achieve common prosperity,build a well-off society in an all-round way,and build a socialist modern powerful country to achieve the ultimate goal of removing the poverty hat by means of accurate identification,precise policy implementation,precise assistance and precise management.As the village cadres who implement the targeted poverty alleviation policy,they are the most grassroots executors,standing at the forefront of the poverty alleviation work,and play an important role in the work of truly benefiting the poor people from the national poverty alleviation policy.However,some village cadres lack personal belief under the guidance of interests,and in the face of the increasing national poverty alleviation efforts and constant investment in poverty alleviation funds,they have extended micro corruption to the poverty alleviation field Black hand.The harm of micro corruption is self-evident.It not only reduces people's happiness,damages the effectiveness of Poverty Alleviation Policies,harms social stability,and even seriously damages the image of the party and the government in the people's mind.Based on this background,it is an important task to study the current situation of village cadres' micro corruption in targeted poverty alleviation,analyze the causes of deep-level micro corruption and put forward corresponding countermeasures.By selecting the website of China Commission for Discipline Inspection Based on the investigation of J County in Henan Province,through combing the case materials,the main characteristics of village cadres' micro corruption in targeted poverty alleviation are summarized,and the causes are analyzed through field investigation to provide data support and assist the case study in this paper.Among them,the analysis results of 428 cases and 200 questionnaires can complement each other,which is conducive to a more comprehensive analysis of the causes and Countermeasures of micro corruption.This paper analyzes the current situation of micro corruption in rural areas of China,explores the causes of micro corruption,and puts forward corresponding countermeasures.Through case analysis,it is found that the main body of micro corruption in targeted poverty alleviation involves single micro corruption and collective micro corruption,and the expression includes targeted poverty alleviation,preferential relatives and friends,misappropriation of special funds,embezzlement of poverty alleviation funds,collection of bribes in the process of poverty alleviation One of the subjective reasons is that the legal concept of village cadres is weak;the sense of responsibility of village cadres is insufficient;the ability and quality of village cadres are not enough;the villagers have a high tolerance for the micro corruption of villagecadres.The other is that the internal and external supervision system of the party is not perfect;the village affairs open system is not perfect;the poverty alleviation information is decentralized and disordered;the living treatment of village cadres order to put an end to this bad atmosphere and let the poverty alleviation policy benefit the poor people,we need to first strengthen the overall cultural education and the publicity and education of laws and disciplines of the village cadres,constantly improve the purpose consciousness of the poverty alleviation village cadres,improve the incentive mechanism of the village cadres,and build the ideological defense line of "do not want to corrupt" for the village cadres;through strengthening the responsibility of the township government,we need to strengthen the inspection of work style We should strengthen the publicity of poverty alleviation,broaden the supervision channels of villagers,strengthen the restriction of public opinion supervision,organize a close supervision system,and fasten the cage of "no corruption";finally,we should strengthen the punishment and strengthen the deterrent against corruption by introducing special laws and regulations to punish micro corruption.Only in this way can we make the poverty alleviation policy truly effective,better safeguard the fundamental interests of the people,and improve the people's sense of happiness and gain.
