Research On Community Correction In China

Community corrections take on the function of punishing and rehabilitating prisoners.For a long time,China's community corrections have been limited to the low-end development mode with the goal of "keeping people" and "managing people".It shows the wrong tendency of putting more emphasis on quantity rather than quality and attaching importance to form instead of effect,and the correction effect is not ideal.The fundamental correction security concept is a new value concept based on the new situation,new tasks and new requirements of the current judicial administration security and stability work,aiming at solving the crime factors from the ideological root,eliminating the crime root by source governance to realize the long-term peace and stability of the society.The proposal of the fundamental correction security concept provides a brand-new and scientific value pursuit for the innovation and development of community correction work.Taking the research on community correction in China based on the fundamental correction security concept as the subject,and on the basis of a detailed interpretation of the research background and significance of the subject,this paper uses literature research,empirical research and comparative analysis to carry out investigation and research,and sorted out the domestic and foreign research status,research ideas and methods,innovations and deficiencies.By elaborating the relevant concepts of community corrections,this paper systematically analyzes and defines the fundamental correction security concept from three aspects that are background,concept definition and the relationship with the bottom line security concept,and clarifies the theoretical direction of this paper.On the basis of the above research and analysis,this paper selects community corrections in T city as a case study,and conducts in-depth empirical research by means of interviews including individual interviews,etc.to elaborate in detail the experience and shortcomings in the development of community corrections in T city.The analysis points out that the current problems in China include imperfect legal basis,unclear legal status of community correction staff,poor coordination between departments,lack of personalized correction,insufficient participation of social forces,etc.Afterwards,this paper selected the United States,Britain and Japan as three mature countries for theoretical and practical analysis,and extracted the typical experiences of these countries,providing experience for the development and improvement of community corrections in our country.In the end,drawing on foreign experience and combining with personal cognition,this paper reflects on and summarizes the improved path of community corrections under China's basic fundamental correction security concept.It is concluded thatguided by the fundamental correction safety concept,we should draw on foreign beneficial experiences and practices,improve the construction of new theoretical system of community corrections,build a professional team of community corrections,perfect the working mechanism of cohesion and cooperation,establish a new model of personalized correction,guide social forces to develop and expand and widely participate,and take the path of community correction development of specialization and participation in socialization.The application of the new value theory of the fundamental correction security concept to community corrections is still in the exploratory stage,and various work faces many problems and dilemmas.Therefore,relevant theoretical and practical research is particularly urgent and important,especially regional empirical research.In order to improve the development of community corrections in our country,we should earnestly implement the fundamental correction security concept,adhere to the core value of people-oriented,aim at rehabilitating people,focus on eliminating the root security risks,promote the improvement of social management and comprehensive management level through specialization and socialization,strengthen ecological transformation through legal protection,sound mechanism and cultural construction,to create a development path of community corrections with Chinese characteristics.
