Study On The Governance Strategy Of Rural Human Settlements Environment,Based On Community Revitalization

By the end of 2020,the governance of rural human settlements environment in China will be basically completed,and the improvement of governance will gradually begin.To explore effective governance strategies of rural human settlements is not only the realistic need of realizing the self-governance of rural community environment,but also the objective requirement for realizing the goal of ecological livable in Rural Revitalization Strategy.This study uses qualitative research method,through the case study of s village in Zhejiang Province and the summary of relevant literature and cases,it is found that there are still micro,medium and macro levels in the actual rural residential environment governance,such as the weak awareness of rural villagers’ environmental protection,the small participation of village environmental protection organizations,the high cost of rural human settlements environmental governance and local liabilities,etc The real problem of.From the perspective of community construction,the internal governance is the key to solve the rural human settlements environment problems;the three governance dimensions of community construction,namely individual social construction,organizational social construction and administrative social construction,can effectively solve the corresponding level of rural human settlements environmental governance;the development principle of community construction makes it conform to the new situation faced by rural human settlements environment governance.Therefore,to solve the problem of rural human settlements environment governance,we need to carry out actions in different levels and in many aspects based on individual social construction strategy,organizational social construction strategy and administrative social construction strategy.In the dimension of individual social strategy,it is possible to optimize governance resources,strengthen villagers’ connections,carry out social training,and strengthen the villagers’ awareness of “ownership” in the environment;in the dimension of organizational social strategy,it is possible to optimize talent protection,establish environmental protection organizations,strengthen platform construction,and promote governance Internalization;in the dimension of administrative social strategy,it can improve the relationship between the party and the masses,standardize villagers’ discussions,organize multiple consultations,and ensure long-term management and protection.
