Research On The Optimization Of Supervision Dispatch In H City From The Perspective Of Collaborative Governance

After the 19 th National Congress of the CPC,accredited supervision was written into the Party Constitution and became one of the important means to comprehensively govern the Party with strict discipline.With the deepening of the reform of discipline inspection and supervision institutions,the improvement of the supervision system of the Party and the state has also entered the stage of system integration,coordination and efficiency.The fourth Plenary Session of the 19 th CPC Central Committee pointed out that to improve the supervision system of the Party and the state,inner-party supervision should take the lead,and various types of supervision should be coordinated.How stationing supervision should coordinate with discipline supervision,supervision and inspection supervision,and effectively coordinate with the supervision of the people's Congress,judicial supervision,mass supervision,public opinion supervision and audit supervision has become a practical issue that needs to be studied.Therefore,on the basis of the preliminary formation of working mechanisms of stationing supervision,the optimization of stationing supervision should start by improving the coordination and efficiency of stationing supervision.In practical work,the dispatched discipline inspection and supervision team is the implementation subject of the dispatched supervision.How does the current supervision mechanism work when it involves different departments? What are the deficiencies?This paper starts from the current situation of the establishment,leadership system and working mechanism of the dispatched discipline inspection and supervision organization in H City,and from the perspective of collaborative governance,classifies and describes the supervision mechanism of the dispatched discipline inspection and supervision group according to the different subjects participating in supervision.Using literature method,interview method,combing the H city in discipline inspection supervision mechanism in synergy with synergy mechanism lack of efficient operation and coordination mechanism construction still exist such as blank and synergy mechanism effect in three broad categories.With goals,resources,trust,system,five factors influencing the synergistic effect ofinformation technology to analyze the causes of insufficient,including understanding of supervision and the target is not correct,insufficient human resources,lack of smooth information channels,lack of unified command and coordination system,and so on.Then it proposes countermeasures to make up for the deficiencies in the supervision mechanism,including deepening the "three turns" to strengthen mutual trust,refining the work responsibility list to strengthen the same goals,building an information platform to achieve flat management,establishing an information database system to lighten the workload,correctly understanding critical reports to mobilize the supervision force of public opinion,etc.,so as to improve the supervision mechanism from the aspect of strengthening the coordination and efficiency of supervision sent to the discipline inspection and supervision group..
