Study On The Challenges And Countermeasures Of Petitions Involving Law And Litigation Faced By The Dispatched Discipline Inspection And Supervision Team In District A Of Suzhou City

People could report their demands to discipline inspection and supervision organs through petition.By such actions,people could expose public officials who has broken discipline or law.It is an important approach for people to exercise democratic power and also one way to make society possible to supervise public officials.Through the past times,such petitions have evolved from simple whistle-blower to diversified demands.By handling these petitions,discipline inspection and supervision organs have also participated in social governance projects.The reform of discipline inspection and supervision system has entered fast track since 3rd plenary session of the 18th CPC central committee.To comprehensively strengthen and deepen Party self-discipline,Jiangsu province sent discipline inspection agencies to all party and state organs at city and county levels in September 2017.As one kind of basic work,handling petitions has been valued as an important source of clues by the newly established accredited agencies.However,the accredited agencies also face many problems when handling petitions,such as repeated petitions,over level petitions,invalid petitions and so on.The law-related petition studied in this paper is a special type of petitions.This paper intends to resolve the challenges faced by grassroots discipline inspection and supervision team in dealing with such law-related petitions.Based on the actual work of discipline inspection and supervision team accredited at District A Suzhou city,this paper conducts a classified study on petitions involving law and litigation.From perspective of public administration side,this paper combines New public service theory,Public goods theory,Social governance theory and Anti-corruption theory,tries to analyze current situation of law-related petitions faced by the accredited team.After analyzing root causes of challenges from accredited team's own weaknesses,short supply of judicial resources,misunderstandings from social and petitioners,this paper intends to provide countermeasures,such as accredited team enhancing own abilities,judicial organs increasing supply of high-quality judicial resources,whole society working together to create orderly atmosphere for petitions.And finally hope to mobilize various forces to promote a breakthrough in the law-related petitions work,then improve and innovate social governance.
