Research On "Micro Governance" Of Social Contradictions At The Grassroots Level In The New Era

With the deepening of the reform in an all-round way,the pattern of social interests in China has been profoundly adjusted,the social structure has undergone profound changes,the society has entered a period of prominent contradictions,and the social contradictions are concentrated at the grass-roots level.The grass-roots society is the foundation of reform,development and stability,while the grass-roots stability is the stability of the country.The governance level of grass-roots social contradictions is one of the important signs to measure the modernization of the national governance system and governance ability.At present,the governance of grass-roots social contradictions has become a short board and weak point that affect the economic and social development of our country.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China adopted the decision of the Central Committee of the Communist Party of China on several major issues concerning upholding and improving the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capacity.In the decision,it clearly put forward the requirements: "improve the effective mechanism for correctly handling the internal contradictions of the people,and strive to resolve the contradictions at the grassroots level." "Micro governance" is a kind of governance form of grass-roots social contradictions explored by the grass-roots government in the process of contradiction governance under the background of the focus of social governance moving down.It has the characteristics of "early discovery of contradictions","small resolution" and "micro" of participants.Focus on resolving the social contradictions at the grassroots level from the source,help to open the microcirculation of the last kilometer of social governance,and effectively improve the shortcomings of the current governance of social contradictions at the grassroots level.This paper takes the micro governance of grass-roots social contradictions as the research object,comprehensively uses the relevant theories of social contradictions,combs the background and connotation characteristics of the micro governance of grass-roots social contradictions,analyzes the achievements and shortcomings,and explores the effective path to improve the ability of micro governance of grass-roots social contradictions in the new era.At present,"micro governance" of grass-roots social contradictions is generated under the background of the transformation of themain social contradictions in the new era and the suspension and fragmentation of the governance of grass-roots social contradictions.It has the connotation of taking prevention in advance as the concept,local solution as the goal,precise and precise governance as the strategy and using information technology as the means.At present,in the exploration of "micro governance" of grass-roots social contradictions,the transformation from conflict governance mode to beforehand prevention and control and refinement has been partially realized,the resource sinking mode with grid as the starting point has been preliminary constructed,and the information governance and early discovery and fast processing mechanism based on dual micro platforms have been explored.However,there are still some problems in this exploration,such as the incomplete transformation of risk prevention and control concept,the insufficient sinking of resources,the uncompacted responsibility of grid holding hands,the imperfect mechanism of quick handling and the unformed multi pattern of governance subjects.In order to further improve the ability of "micro governance" of grassroots social contradictions,we need to improve the concept of risk prevention and control of grassroots social contradictions,improve the mechanism of "early detection and quick processing",improve the level of information technology application,strengthen the grid responsibility,build the synergy of multiple governance subjects,and finally realize the shift of the focus of people and property to grassroots,and realize the grassroots social governance system and governance ability Modernization.
