The report of the 19 th National Congress of the Communist Party of China put forward the requirements of "implementing the strategy of rural revitalization" and "accelerating the reform of the ecological civilization system and building a beautiful China." Our party and the country have always attached importance to the improvement of people’s livelihood,and the housing issue,as the focus of people’s livelihood,is highly valued.The rural dilapidated housing reform policy is a Huimin project to improve the housing conditions of rural poor residents in line with the development of the times,meet the needs of farmers,safeguard the rights and interests of the people,and focus on implementation.This paper takes the implementation status of rural dilapidated housing reform policy in Hecheng District of Huaihua City as the research object.Based on the theoretical model of the process proposed by Smith,the paper analyzes the analytical framework suitable for this study.This paper analyzes the implementation of rural dilapidated housing reform policies based on the four major variables of idealized policy,executive organization,target group and policy environment,combined with the actual case of Hecheng District in Huaihua City.Through analysis and research,this paper believes that the reform policy of rural dilapidated houses in Hecheng District of Huaihua City has made great achievements,the living environment is improved;the rural landscape is improved;the rural economic development is promoted;but there are also some problems in the process of implementing the rural dilapidated housing reform policy..The policy is not reasonable enough,and the policy resources are not enough enough,which leads to the problem that the building subsidy standards cannot meet the needs of farmers,and the fund subsidy method of “first build and then make up” is unreasonable;thequality of some executives is not high,and the coordination of communication between the executives is not at risk.There are loopholes in the identification process of the object of change,and the reasons for the unreasonable personnel allocation;in addition,the attitudes of the farmers are not active,and the behaviors are diversified and difficult to debug,resulting in a low degree of cooperation between the farmers and the farmers."Ideology;and the lack of sound system,lack of economic development,low level of cultural quality,and insufficient social propaganda have led to an unsatisfactory policy implementation environment.To solve these problems and improve the implementation of the policy,it is necessary to combine the four elements of the Smith process model to explore the solution path.Specifically,formulate specific refinement policies based on local actual conditions to make the policy more reasonable;Professional literacy and professional skills training,rational allocation of human resources,improve the working ability of executives;strengthen the awareness of farmers’ policies on the crisis,establish correct values,and regulate the behavior of farmers;at the same time,improve the policy system for rural dilapidated housing reform Vigorously develop the economy and create a good policy implementation environment.From these four aspects,we will optimize and enhance the implementation of the implementation of the rural dilapidated housing reform policy in Hecheng District of Huaihua City.
