Since the beginning of the 21st century,economic globalization has developed in depth,and the pattern of our country's opening to the outside world has shown comprehensive,multi-level,multi-channel and wide-field characteristics.At the same time,foreign exchanges at the local government level are becoming more frequent,and the content is becoming richer.The scope of its foreign affairs work has been expanded from the initial reception to a wider field.While serving the country's overall diplomacy,it also earnestly receives foreign affairs delegations,takes advantage of intergovernmental and private diplomacy,and actively initiate exchanges in various fields such as economy,trade,science and technology,and culture with various institutions and organizations abroad.Among the local governments at all levels in our country,the municipal government is the link between the provincial and county governments.Its foreign affairs work has specific content and distinctive characteristics,which can directly affect the social and economic development of the region.However,in various regions,especially in inland cities,inadequate management mechanisms,functional positioning,staffing,and overall coordination have become serious obstacles that restrict the development of local foreign affairs departments in serving the economy.On the premise of serving the country's overall diplomacy,with a sharper insight,how to actively transform functions,promote work,open wider,and effectively serve the local economic development is an issue facing by the local foreign affairs department.Based on the relevant theories of new public management,service-oriented government,government functions and local diplomacy,this paper uses literature research,survey research,case analysis and other methods to carry out specific analysis and research on the role of foreign affairs service economic development in Dezhou City,Shandong Province.Trying to discuss in what aspects will Dezhou foreign affairs department serve the local economic development,the problems existing in servicing economic development by Dezhou foreign affairs department and discuss the future service economy development trend of Dezhou foreign affairs department.This article believes that by creating a series of ASEAN branding activities and creating highlights,Dezhou foreign affairs department is actively working to bring about an increase in the indicators of economic and trade cooperation between Dezhou and ASEAN.Besides,it has provide market information for economic activities by planning group visits,receiving foreign affairs groups,holding matchmaking meetings,and building friendship city exchange platforms.External conditions and provision of foreign affairs services to improve economic development conditions can serve and significantly promote economic development in the region.On the other hand,Dezhou foreign affairs department also has problems with limited utilization of foreign resources,relatively low foreign service quality,offside and absent service,and relatively low foreign affairs personnel management.It should be based on the latest requirements of foreign affairs and the development characteristics of the region.Only by making positive changes,such as concept innovation,strengthening institutional mechanisms and changing working methods can it better serve the local economic development while coordinating the country's overall diplomacy.
