| The further development of world multi-polarization and economic globalization makes China’s economy and the world economy more interdependent, which impels us to use more local resources, more flexible and practical system and mechanism, and a more clear national foreign affairs division, to foster strengths, circumvent weaknesses and dissolve the risks. At the same time, with the development of China’s overall diplomacy, local foreign affairs work has been put in a more and more important position in the work of the Party and the state government. With the extension and enrichment of its work content, the work of local foreign affairs departments are facing increasingly higher requirements.Under the guidance of the contemporary international relations theories, the thesis studied the historical evolution and characteristics of Chinese local governments’participation in foreign affairs, aiming at the reasonable functioning of local governments. By taking the foreign affairs work practice in Ningxia Hui Autonomous Region as an example, the thesis detailedly studied the general situation and characteristics of Ningxia, the setup and function positioning of its foreign affairs departments, and its work in international sister city and the management of the oversea visits on public purposes, and listed the problems exist in its foreign affairs management, including incomplete management mechanism, inaccurate function orientation, lack of necessary laws and regulations, institutions set up and human resource allocation does not adapt to the current situation, etc. The thesis then analyzed the causes of the problems through system, mechanism and legal aspects, and put forward suggestions including, adhere and improve the mechanism of foreign affairs leading group by all levels of Party Committee, scientifically promote the collaboration between the various functional departments of local government, to shift the local foreign affairs from management by rules and regulations to management by laws through efforts in legislation, and at the same time to strengthen the development and management of human resources in local government foreign affairs departments, so as to make local government foreign affairs management work better serve the state’s overall diplomacy and the local economic and social development. |
