In the process of human resource management in our country’s public sector,in order to meet the needs of its own tasks,it has been a long time since the personnel of other units were seconded to help work.As a non-explicitly prescribed method of personnel communication,secondment has certain rationality,but due to the uncertainty and man-made operability of secondment itself,its negative impact is naturally inevitable.Up to now,a set of special regulations and systems for regulating or restricting secondment has not been issued at the national level.As far as party and government agencies and institutions are concerned,many grass-roots cadres are seconded to other units to help them work.The contradiction between human resources management and work tasks has become more prominent,which has increased the burden on the grass-roots level,and even the occurrence of individual secondment is invisible.The power corruption provided the possibility,which will not only seriously damage the authority and image of the party and government,but also undermine the fairness and justice of the excellent reserve cadre training and selection mechanism.Therefore,on the basis of synthesizing the existing research,first of all,based on Maslow’s hierarchy of needs theory,incentive health care theory,public sector strategic human resource management theory and other theories,a comprehensive analysis of the secondment of cadres of party and government organs and institutions in P County,Shandong Province,using literature research,questionnaire analysis,case interview analysis and other methods to collect secondment related basic data,and conduct in-depth analysis of it.The results show that the county has many problems such as serious overdue,lack of a long-term management mechanism,inadequate implementation of standardized management systems,the loss of cadres at the grass-roots party and government organs,and the low stability of the cadre team building,resulting in a low level of social governance to improve.Although relevant departments have gradually strengthened the attention to the chaos of the secondment and taken corresponding measures to standardize the governance,the effect is not obvious,and the exploration of standardization needs to be further deepened.Secondly,it reveals the causes of this phenomenon from the micro and macro levels respectively.The micro perspective is mainly from the perspective of the secondment unit,the secondment personnel and the secondment unit,while the macro perspective is mainly from the establishment management,assessment mechanism,personnel flow and government functions.Finally,from the micro-level-seconded personnel,seconded units,seconded units and organizational personnel departments,from the macro level-to regulate the behavior of secondment with the rule of law,establish and improve the dynamic adjustment mechanism of preparation,improve the selection and employment system,increase Simplify government decentralization and other four directions,propose countermeasures to standardize the phenomenon of secondment,strengthen the mobility of grassroots cadres,more effectively and rationally allocate human resources in the public sector,improve the work efficiency of grassroots party and government institutions,and lay the most solid foundation for grassroots governance.
