Recent years, officers on secondment are ubiquitous among each department in each government at all levels in China, especially the department that has lots of mission and large management authority daily, such as CCP committees at all levels,Government Accounting Office, District Organization Department of CCP, Discipline Inspection Departments. In these departments, officers on secondment are more than any other normal department. There has been 200 officers on secondment in Huiyang District which the writer is working on. On the one hand, secondment is a form of informal transfer. It is an economic method to help those departments deals with busy, emergent work and make up the shortage of staff. On the other hand, it also provides an opportunity and a position for the officers to improve their skills, it enriches human resources and social capital as well.It can be meaningful and promote officers exchanged and growth of talents even redistribution adjustment of human resources. However the seconded phenomenon that has lasted for long time so far, not paid enough attention. So far, there has never been a completed rules for that in the government at all levels, without any question, it is not mentioned in any law in our country.So secondment makes much problems, such as the secondment methods and the management.It caused relationship secondment, secondment without hiring, using without assessment, negative effects. It directly causes bad arrangement and use in human resources of public department. Above all, Firstly, the essay defines the human management relative theory on secondment. Secondly, the essay describes the management situation on secondment among public department in Huiyang District. Thirdly, It shows the well designed questionnaire, selection of respondents, collection data and Statistical analysis the data. Finally, it shows the problems, solution, suggestion for public deparment in Huiyang District. In my essay, by the study of literature analysis and the methods of questionnaire survey, with the relative theory and the reality of officers on secondment in Huiyang District. It shows the secondment situation and problems at present. It presents the solution and suggestion for the public department to do it better. It is important and practical significativ to resolve the problems, and provide a good way on standard management, system of assessment.
