The process of human resource management in the public sector of China.The phenomenon of "seconding" other units' public servants to help their units do their work for a long time exists,and more common.The phenomenon of "seconded" is a kind of super normal flow of talents and the way of public affairs cooperation,normative "seconded" behavior has played a positive role in some aspects,Non-standard "secondment" has a large number of negative effects.At present,there is still no set of relatively perfect and pertinent regulations or systems to regulate or restrain this act,the fundamental reason is that there are no laws and regulations at the national level and lack of policy basis.A large number of grass-roots public officials have been "secondment" to work at the same level as the main department or higher-level department,which seriously weaken the work force at the grass-roots level,aggravate the burden of people,money and things at the grass-roots level,and indirectly cause the irrational allocation and utilization of human resources,causes the human resources of the public sector to fail to exert maximum efficiency.Random "secondment" will even cause the rent-seeking of power,until the corruption of power,seriously undermine the authority of the party committee and government departments and the principle of openness and fairness in the selection of talents.Lianyungang City has more or less the above problems in the management of human resources in the public sector.Such as arbitrariness,large mobility,lack of long-term management mechanisms,etc.Taking District A as an example,there are a large number of staff seconded and seconded at the town and township level,and the loss of grassroots public officials has led to weak advancement of grassroots work.If the cadres are not in succession,it has greatly weakened the work force of the grass-roots level.Although it has aroused the attention of the relevant departments of the higher level,there are not too many measures to solve this problem.On the basis of the existing research,this paper combines the knowledge of scientific management theory,stakeholder theory,incentive theory and so on.This paper makes an empirical study on the phenomenon of the public servants' secondment in the A district.Through the questionnaire,individual in-depth interview and case analysis,we collect data and analyze the data,through the investigation of A The present situation of the district secondment is to reveal the causes of this phenomenon from the mechanism,the individual,the background environment and the allocation of human resources,and objectively analyze the positive and negative effects of this phenomenon,and find the crux of the problems that cause the negative impact.In the end,the countermeasures and suggestions are put forward to restrain or eliminate the negative effects of the secondment phenomenon from the aspects of standardizing the secondment behavior,perfecting the management and optimizing the selection and selecting mechanism,improving the working environment of the grass-roots work,and promoting the excavation of the internal resources.It is of great practical significance to make the efficiency.
