The enthusiasm of rural cadres has always been a key factor influencing the level of rural governance and whether rural revitalization strategies can be realized.In recent years,in order to strengthen rural governance,promote agricultural and rural modernization,and realize rural revitalization,cities and regions have conducted a lot of explorations in strengthening village cadres based on the "people-oriented"principle:one of the main measures is that county and township governments give village cadres an appropriate subsidy based on their economic strength to ensure their income and treatment and solve their worries:thereby strengthening incentives and promoting performance.But this approach has also exacerbated the bureaucratic tendency of rural self-government organizations.Therefore,how to balance grassroots self-government and "government employment" and how to make the assessment play its due role has become an important topic for discussion and practice in various places.This article takes the example of the M street office in J city,which is the first to try in the assessment of village cadre security and management,to study the stratification of rural autonomous organizations.On the basis of respecting objective reality,it aims to analyze the reasons for performance evaluation.The implementation of the policy and its effects indicate that the stratification of grassroots autonomous organizations brought about by the performance assessment of village cadres has exacerbated this change.At the same time,this study objectively analyzes the impact of village cadre performance appraisal on the rural governance model and the role of village cadres,finds its existing problems,and analyzes the reasons,so as to propose improvements for its shortcomings.The author also hopes that through in-depth research,it can provide a certain reference for how to straighten out the relationship between villages and towns(towns)in the new era and the new situation,how to better guide the work of rural autonomous organizations,and how to help village cadres find the correct role.The first chapter of this paper mainly elaborates the research background,purpose and significance,clearly introduces the policy background,and explains the necessity of studying the proposition from both theoretical and practical aspects.At the same time,by searching the literature in related fields,combing the understanding and analysis of related issues by scholars in different historical periods,it helps to understand the problems of grass-roots governance models and the role of village cadres,as well as the impact of performance evaluation.The second chapter clarifies the main concepts of this article,and briefly introduces the operation model of rural autonomous organizations in different historical periods.The third chapter is based on the case itself,and describes in detail the evolution process of the performance evaluation methods of the cadres in the M street village.Through interviews and comparison and analysis of a large number of data,from three perspectives of street cadres,village cadres and villagers,objectively state their current status and effects,and summarize their positive role in practice.The fourth chapter follows the previous chapter.Based on the comparison and analysis of the interview content and data,the four dilemmas in the streets,the six contradictions in the village cadres,and the two defects in the villagers are extracted from multiple perspectives Analysis of the reasons.This chapter points out that the main reason for the problem of the assessment subject is the existence of two deficiencies and double pressures.The assessment object is caused by subjective ideology and objective economic strength,and the relevant affected groups are mainly affected by the limitations of knowledge levels and changes in behavior and habits.The fifth chapter is aimed at the existing problems and puts forward certain feasible improvement measures,with a view to providing a useful reference for improving the performance assessment of village cadres and thus strengthening the grassroots governance.The chapter proposes to improve the assessment subject,evaluation standards,supervision mechanism,financial security,etc.at the level of the street office;at the village cadre level,strengthen education from both the ideological and business aspects,and strengthen democracy from soliciting opinions;At the villager level,information disclosure is guaranteed and positive guidance is provided to lay the foundation for it to play an autonomous role.At the same time,this chapter also has a reasonable outlook on the possible future development path of village cadres' performance assessment in combination with the actual situation.Chapter 6 summarizes the full text,showing the author's attitude and perspective,and will conduct further research in the future in conjunction with changes in practice.In short,the objective national conditions and social conditions and the actual needs of grassroots governance have led to the performance assessment of village cadres.This practice has intensified the stratification of grassroots autonomous organizations,and stratification has brought the paradox of the role of village cadres.This article is based on practice,through combing the status quo,effect analysis,problem discovery,cause exploration,and countermeasures,and strives to provide assistance for optimizing the performance assessment of village cadres,reducing role conflicts,reducing the disadvantages of bureaucracy,and improving the performance of duties.
