The cadre performance evaluation is one of the most important processes in human resource administration for public departments. It is a key access to improve work, seek further development and enhance administrative efficiency. With the development of human resource administration and the promotion of talent evaluation, there has been some progress in the cadre performance evaluation and some experience has been accumulated. The armed forces is under the leadership of the Military Commission of the Central Committee of the CPC and the Sate Council, it has also drawn experience from local public servants and enterprises and institutions in the respect of cadre performance administration. However, it is still not systematic and theoretical; some operation holes still exist in it.Whether the assessment standards are reasonable or not plays an important role in the whole performance evaluation system, it also leads and regulates the behavior of the administrators and staff. Therefore, it is crucially important for us to design a set of valuable, scientific and reasonable assessment standards to enhance the administrative proficiency. This thesis aims at analyzing the cadre performance evaluation system, present operations and problems, drawing experience from the performance evaluation technology and method by means of quantitative assessment to solve some present problems, such as the indistinct evaluation standards, imperfect evaluation methods and not specific evaluation system. It is effective for the overall application of the fair and objective assessment and results for cadres by establishing and improving a realistic, specific and unprejudiced evaluation system. Meanwhile, it can exert the positive influences on assessment orientation, regulation and encouragement as well as exert the inner energy and enhance the implementation capacity and battle effectiveness of the whole armed forces.
