Village cadres are the basic links of the administrative system of our country.It is the bridge and link between the party and the government to contact the peasants.It bears the role of propagandizing the national policy and policy,maintaining the stability of the rural grass-roots,promoting the development of the rural economy and serving the grass-roots people in the rural areas.Village cadres are very important to the development of the whole rural economic and social undertakings.However,the long overloaded work pressure,the low wage treatment,the equalitarianism in the distribution,the unsound social security and the lack of promotion channels have seriously affected the passion and enthusiasm of the cadres of the cadres of some village cadres.Some farmers'discontent has affected the orderly development of village affairs.Therefore,the study of incentive measures for village cadres has important practical significance.This article is divided into six chapters.The first chapter is the introduction.The second chapter is the concept definition and theoretical foundation.It introduces content motivation theory,process incentive theory and state motivation theory.The third chapter introduces the current status of the incentive measures for village cadres in Taixing,and has the material incentives of "award replacement";the selection of excellent village Party organization secretaries to enter the political incentive of the township leading groups;to pay for the insurance of staff and workers for the village cadres and to encourage the development and encouragement of village cadres.Questionnaires and in-depth interviews were sent to understand the opinions and opinions of village cadres and farmers.The fourth chapter analyzes the problems and reasons of the village cadres' incentive measures in Taixing,and thinks that the material incentive is not enough to make up the situation of the low income of the village cadres,while the political incentive and the guarantee incentive have a narrow coverage,and there are also the negative incentive problems such as the deficiency of the assessment system and the life tenure system.The reasons for these problems are not only the limited financial resources of the government and the weak collective economy,but also related to the "quasi civil servant" iron rice bowl system that has been formed for a long time.The fifth chapter is to improve the incentive measures of village cadres in Taixing.It is proposed that the government should increase the input of the salary of village cadres,improve the salary and performance assessment,provide the opportunity for the ordinary village cadres to promote the civil servants,improve the social security of the village cadres and develop a large number of collective economy.The sixth chapter is the conclusion.It is pointed out that improving the incentive measures of village cadres will be a dynamic and long-term process,and we need to integrate various forces.And adjust and revise constantly along with the change of surrounding environment.
