Among the many issues involved in cyberspace,There is no doubt that cyberspace sovereignty has an important position.As the strategic significance of data and information resources in cyberspace have become more evident major countries in the world pay more and more attention development of national information content,storage and flow monitoring,which also has an important strategic significance for the exercise of cyberspace sovereignty In this context,it is particularly necessary to discuss the issue of "cyberspace sovereignty".In the current international community,There are many voices about discussion on the issue of “cyberspace sovereignty”.Although the term "cyberspace sovereignty" has not been adopted by the international community,at present,all governance actors basically recognize the de facto sovereignty of cyberspace at national level,and sovereign state are increasingly participate in cyberspace governance and cyber activities.However,due to the long-standing distrust and conflict of interest between some network developed countries and network developing countries,there are still some differences in their understanding of cyberspace sovereignty,and there are still large disputes among countries in affirming the sovereignty of cyberspace and carrying out cyberspace governance.Therefore,It is necessary to study cyberspace sovereignty such as establish a complete theoretical system of cyberspace sovereignty,which can provide the basis for sovereign states to exercise their rights in cyberspace.At the same time,the way how to exercise their rights is important to be studied.This paper mainly discusses this from the following aspects:The first part is to sort out the new development of Cyberspace sovereignty theory.In this part,The author introduces the documents before the United Nations General Assembly,Tallinn Manual 2.0 release by NATO and the relevant documents about latest theoretical achievements on cyberspace sovereignty issued by the European Union and other international organizations,and analyses above achievements has an impact on the establishment of sovereign states to exercise national sovereignty in cyberspace.At the development of cyberspace sovereignty practice.The author takes the achievement of different countries and organizations on constructions of cyber sovereignty theory as guide in the chapter 1,the author uses the comparative method to discuss the specific performance of the developed countries and new powers in cyberspace sovereignty practice.This paper analyzes and evaluates the specific practices of the developed countries such as Europe,the United States,France that use cyber sovereignty to govern cyberspace,and the relevant claims and legislative practices put forward by Brazil,Russia,China and other emerging cyberspace around cyberspace sovereignty.It provides a practical basis for the next chapter to point out the shortcomings of the current cyberspace governance in the United States,Europe and other countries,as well as the The current cyberspace sovereignty is facing a lot of difficulties and challenges.The third part focuses on the main difficulties and challenges of cyberspace sovereignty governance.This part discusses three sections of the second chapter in turn.Through the detailed analysis of the new development of cyberspace sovereignty practice,it reflects the imperfection of sovereignty theory and system,the limitation of the role of sovereign state in cyberspace governance,and the disadvantaged position of cyber developing countries.analyzing these issues may have an impact on China and bring shock and new thought,which pave the way for chapter 4.At last,it makes forward targeted suggestions and measures for China's participation in international cyberspace governance.The discussion in this chapter includes two parts.First,it clarifies the contribution of China ‘s cyberspace international cooperation strategy to the legislation of international cyberspace sovereignty.Then,combined with the content of chapter three,it analyzes the legislative deficiencies and backward technology development in the maintenance of cyberspace sovereignty in china,and realizes that cyberspace sovereignty maintenance is faced with serious challenges from both international and national side.Therefore,some thoughts and suggestions are put forward in view of the existing problems in China.First,China should improve the relevant legislation of the legal system of cyberspace sovereignty as soon as possible,and actively promote the independent innovation of Internet technology.Second,China as an emerging and developing country in cyberspace should firmly resist the Internet hegemonism and Cyber/network penetration of American value in the Internet governance Third,China,as a responsible country,should also effectively promote the exploration and construction of a specific system of joint governance model based on cyberspace sovereignty,so as to promote countries to achieve joint governance of cyberspace.
