The Research On The Dilemmas Of Multinational Cyberspace Security Governance And China's Countermeasures

Nowadays,with the continuous development of new technologies,network technology has become a new economic growth point,and cyberspace is attracting more and more attention of all countries in the world,is also known as the "The Fifth Domain".In this context,the competition for cyberspace in various countries has become increasingly fierce.While cyberspace has great potential for development,its security issues cannot be ignored.Because of the diversification of international social actors,a single power cannot solve the problem of cyberspace security by itself and cyberspace is also a new field,global governance is imperative.Cyberspace security governance is not be plain sailing,this thesis summarizes three dilemmas in cyberspace security governance through an analysis of big power's strategies and policy decrees on cyberspace governance and add the opinions of relevant actors in international conferences,there are there dilemmas:the dispute between sovereignty and the "global commons";who is the subject of governance;and the dispute between personal security and national security in cyberspace.There are three reasons:different values,interest is difficult to coordinate between countries and the essence of power politics.As the largest developing country,the world's second-largest economy,China also has the largest number of netizen in the world,it should be voiced in the cyberspace security governance.Under the leadership of the Communist Party of China with Xi Jinping as the core,China pay more attention to the new frontier and has issued a series of national policies to promote the security of cyberspace,this are all reflected in?China's National Cyberspace Security Strategy?which released in 2016.China adheres to the principle of state sovereignty in cyberspace security governance and believes that state sovereignty is applicable in cyberspace;China combine domestic cyberspace security governance with international cyberspace security governance,so that domestic and international governance will promote each other;China promotes the construction of the "21st Century Digital Silk Road" and strives to promote the community of cyberspace destiny.Cyberspace security governance is in infancy,in order to maintain the security of China and the global cyberspace,China should seize the opportunity to take advantage of the trend and contribute to China's wisdom and China's programs for cyberspace security governance.Drawing on the beneficial countermeasures of other countries,and actively participate in and guide the traditional cyberspace governance regimes,strengthen the authority of it,constructing new regimes and providing new platform for cooperation between countries,increasing investment for technology and personnel training in cyberspace,helping the development of cyberspace security governance in international community.
