In recent years,the law of the People's Republic of China on the protection of public cultural services and other laws and regulations promulgated in succession have paid unprecedented attention to the field of public cultural services.As a populous and culturally important province in the central region of China,hunan province plays an important role in the development of China's public cultural services.Changsha,its capital city,is responsible for the cultural construction of hunan and even the whole central region.Especially since changsha was approved as one of the first "public cultural service system demonstration zones" in China,its achievements in library construction are worthy of recognition.However,the implementation of the law of the People's Republic of China on public libraries only provides a strong legal guarantee for public libraries.Therefore,in the context of comprehensively promoting the rule of law,it is particularly necessary to build a perfect legal guarantee system for private libraries in changsha.The thesis is divided into four parts:The first part is the introduction.This paper mainly introduces the significance of the topic selection,the research status at home and abroad and the main viewpoints and innovations of the development of private libraries.The second part is an overview of the private library.This part starts with the concept of private library,enumerates and analyzes three mainstream views of the concept of private library in the academic circle,and defines the concept of private library in a broad sense by combining with the provisions of current laws and regulations.This paper also analyzes the characteristics of the establishment of private libraries,which are mainly non-governmental,open to the public and provide public cultural services.In addition,the concept and connotation of legal security and the specific value of the development of legal security of changsha private library are introduced and illustrated,which provides the possibility for changsha to build a cultural city and provides the train of thought and sample for the construction of a cultural power.The third part is the legal protection of the development of private libraries in changsha city and the existing problems.This part explains the basic information of the main research object,and divides the private library in changsha into two types: providing single service and providing mixed service according to the service content,and collects the specific information of the legal protection of the development of different types of private libraries.In addition,for the development of the private library in changsha city the implementation of the relevant legal norms and legal protection present situation has carried on the carding and analysis,combined with the survey data concludes the private library in changsha city the main problems existing in the development of legal protection,namely,the imperfection of the legal protection norms,lack of implementation of the government law enforcement,private library staff and relevant people to the rule of law consciousness is weak.The fourth part is the legal guarantee conception for the future development of changsha private library.This part aims at the problems and causes of the legal guarantee of the development of private libraries in changsha city,and comprehensively constructs the legal guarantee system of private libraries in changsha city from the three aspects of legislation,law enforcement and law compliance.First,changsha municipal people's congress and its standing committee should improve the legislative system and formulate regulations on private libraries in changsha.Secondly,relevant departments of changsha municipal government should strengthen law enforcement and guide private libraries to operate according to law.Finally,the staff of each private library should enhance their awareness of abiding by the law and implement the operation and management by law.
