The Study Of The Implementation Of The Township Policy And The Forming Of The Farmers' Attitudes Of The Policy

Farmers are the main target group of the policy implementation of the township government.Understanding the policy attitude of the farmers can not only see the basic evaluation of the rural public policy,but also test the actual effect of the policy implementation of the township government so that it will provide a reference for promoting the adjustment and renewal of the policy system,additionally it also provides the corresponding political and psychological basis for the strategy of rural revitalization and the promotion of grass-roots governance.Therefore,it is of great benefit to analyze and study the policy attitude of farmers and its forming process.It has been found that the analysis of the factors of farmers' policy attitude is extensive,but the research on the implementation of township government policy and the formation of farmers' policy attitude are relatively insufficient.The reality is that the township government is the body part of rural public policy.The agricultural policies can effectively work on farmers only through the implementation of township government policies.The standard of the township government policy implementation is directly related to the vital interests of farmers and the formation of farmers' attitude of policy.Therefore,examining the formation of farmers' policy attitude from the perspective of township government policy implementation can not only provide beneficial supplement in theory,but also play a certain role in policy supply and policy implementation.This paper adopts the method of combining quantitative research with qualitative research.It is found that the advantages and disadvantages of the implementation of township government policies directly affect the benefit of farmers,and the degree of benefit of farmers also affects the formation of their policy attitude with which are closely related through the investigation of 1288 farmers in several villages in Shanxi Province.This thesis draws the followings conclusions through the analysis of the materials:(1)The policyattitude of farmers are relatively balanced but lack of stability.The relative balance in the structure and the overall consistency of the policy are two aspects of attitude of the peasants,while the lack of stability is shown in the differences and contradictions of the policy attitude of the peasants;(2)The return of the policy implementation tendency of township government ensures that the benefits of the policy to farmers can be basically realized,and then it promotes farmers to form a general good policy attitude;(3)But meanwhile,although the implementation of township government policy tends to return,the lack of implementation makes farmers benefit from the policy in a very limited degree,which leads to the fluctuations and instability of the farmers' policy attitude.Therefore,in order to further optimize the policy attitude of farmers and improve the stability of the policy attitude of farmers,it is necessary to improve the implementation of the current township government policy,so that the interests of farmers can be satisfied and realized to a greater extent.Specifically,it is necessary to remedy the implementation weakness of the township and improve the quality of the policy implementation of the township,so as to shrink the differences of farmers' attitudes towards policy and eliminate the contradiction of farmers' policy attitudes so that promoting the policy attitude of farmers will become more positive and stable.
