Research On The Promotion Path Of The Government To Cultivate New Professional Farmers From The Perspective Of Competence

Our country is in the critical period of modernization construction,among which the construction of "agricultural modernization" has become a key link of China's modernization construction,is one of the difficulties and key points of the whole modernization construction.As the main body of rural human resources,the new type of professional farmers will promote the transformation of China's traditional rural areas into new rural areas.Therefore,the cultivation of new-type professional farmers has become the frontier issue of national policy.Since 2012,the new type of professional farmers has appeared in the "No.1 Document" of the Central Government for nine consecutive years,and the direction and measures for the cultivation of new professional farmers have become the focus of attention.Under the call of the central policy,the cultivation work in various localities is proceeding in an active and orderly manner.However,the cultivation of newtype professional farmers lacks of internal logic and the discussion of "what kind of newtype professional farmers to cultivate",which leads to the lack of pertinence and low efficiency of cultivation.To solve this problem,it is necessary to discuss the competency of new professional farmers from the perspective of competency,and construct the competency model of new professional farmers.From the perspective of competency,this paper constructs a new professional farmer competency model to realize the follow-up research.Based on the research method of grounded theory,three codes are carried out for the excellent deeds of new professional farmers,and a new professional farmer competency model with 22 dimensions,including 6 modules and 22 dimensions,including agricultural professional skills,business management quality,interpersonal and public relations ability,learning and innovation ability,professional identity and personality quality,is constructed.The competency model of the new type of professional farmers is explained.And on this basis,created the new questionnaire of professional farmers' degree of competency in Weihai city,using the questionnaire survey,found the new problems appeared in the process of professional farmers cultivate is mainly due to the lack of planning for new professional farmers,government support for new professional farmers is low,the cultivating system and supervision and evaluation system is not sound,need from the government to strengthen the top-level design of new professional farmers,strengthening support,perfect training system and regulatory assessment system and other aspects.In a word,this study constructs the competency model of new-type professional farmers,based on which the current status of competency of new-type professional farmers in Weihai city is studied.From the perspective of competency,problems encountered in the development of new-type professional farmers,their causes and promotion paths are proposed.These research and findings will help the government to achieve the goals of "what kind of new-type professional farmers to cultivate" and "how to train new-type professional farmers",and provide the theoretical basis for the Chinese government to cultivate new-type professional farmers and lay a foundation for future research in related fields.
