In order to adapt to the construction of retired military service security system in the new era,in March 2018,China set up the Ministry of Veterans Affairs as a component department of the State Council.Government agencies,institutions and social forces are called the troika of the retired military service security system.As an important part of social power,social work has obvious professional advantages in participating in the construction of military service security system.Compared with the western developed countries,the development of social work service of retired soldiers in China is relatively late,and it is still in the initial stage of exploration.The number of retired soldiers in China is huge and there are many categories.Returning home veterans with illness suffered from chronic diseases for a long time,and even some of them face a heavy medical burden.In order to ensure the basic life of returning home veterans with illness and slow down their illness and pain,the state brings the group of veterans who return home with illness into the key preferential care objects.Therefore,carrying out the research on the social work service of the returning home veterans with illness,exploring the situation and characteristics and problem of the social work service of the returning home veterans with illness,finding the optimized path of social work service for returning home veterans with illness are beneficial to strengthen the veterans social work service and expand the research on veterans social work.In addition,it has important theoretical value and practical significance for stimulating the initiative and creativity of veterans,maintaining the military atmosphere and harmonious stability of the whole society.For a long time,the support system from the state and society is not sound enough leading the returning home veterans with illness can only heal physical pain and psychological trauma with their own strength.From the perspective of identity right,this paper adopts the method of qualitative research to track and investigate the social work service project of returning home veterans with illness in H City,Zhejiang Province.A large number of in-depth interviews were conducted in this study,involving returning home veterans with illness,other types of veterans,social workers and experts and scholars engaged in veterans service research.This paper outlines the group portraits and rights claims of returning home veterans with illness.This paper starts from the aspects of should and reality,sequence and nurture,systematically discussing the status,characteristics,effects and difficulties of veterans social work service.In addition,from the dimension of social work service normalization,this paper tries to explore the possibility of returning home veterans with illness from self-healing to others healing.It is found that the social work service satisfies the spiritual and cultural rights,the right of preferential treatment and the right of honor to a certain extent,but it is difficult to effectively meet many of the identity rights of the clients.The lack of supply of social work service system for veterans and the lack of internal motive force of social organizations are the main factors restricting the development of veterans social work service in China.The dislocation between the supply of social work service and the demand of service object and the low degree of specialization of social work service,and the special and psychological exclusion of service object,etc.,are the difficult problems that need to be solved hard in the process of normalizing the social work service of returning home veterans with illness.Social work service for veterans is an important issue worthy of in-depth discussion in both political and scientific fields.
