Research On Government Procurement Promoting Technology Innovation Of SMEs In China

Technology innovation is the soul of a nation's progress,an inexhaustible drive of a country's development.It is also the trend and theme that leads the world.The number of our country's SMEs is in large quantities and account for 99%.SMEs have a widely social impact in China,such as Accounted for 75% of employment,50% of the tax and 60% of GDP.SMEs is the guarantee to realize the public entrepreneurship and innovation.And the SMEs is the main part in national economy.Our country's SMEs have many characteristics: their flexibility is high;the ability of innovation is strong;the number is numerous;the growth is continuous.Now the SMEs have been the fastest important power in technology innovation.The scale of government procurement in our country is huge and it has been an important tool of policy to promote SMEs in technology innovation.Government procurement promotes the SMEs technology innovation by laws,procurement scale,government capital and so on.Improving the ability of SMEs technology innovation has a very important meaning to realize “the public entrepreneurship and innovation” and build an innovative country by government procurement policy.This thesis concludes the theoretical basis of government procurement supporting SMEs technology innovation in a system's perspective.It makes a selective analysis on logical relationship between government procurement and SMEs technology innovation.This thesis has clarified the current situation of government procurement promoting SMEs technology innovation in Chinese government by researching other articles and the questionnaire survey.And then it makes a deep analysis on problems of government procurement promoting SMEs technology innovation in our country.At last,for promoting SMEs technology innovation through the government procurement,this thesis puts forward some countermeasures and suggestions after concluding foreign government's successful experiences of government procurement promoting technology innovation of SMEs.
