Research On Countermeasures Of The Development Of Public Childcare Services For Infants In Cities And Towns

China's population growth shows a downward trend rate on the whole in recent years.In particular,the two-child policy gradually opened up,but the population fertility rate did not reach the expected growth.Among the many factors which affect the fertility rate,the increasing pressure of for raising children and the increasing cost of raising children are the most important factors.With the increase of the national income level,the family needs more and better early childhood education.However,a number of domestic surveys show that the enrollment rate of 0-3 year old infants in China is far lower than that of developed countries.Reviewing the history of public childcare in China,it can be found that from the 1980 s to present,the state has introduced a series of policies to promote the development of public childcare service industry,but it has not achieved the desired effect.Due to historical reasons and current economic development,public childcare institutions are the most popular among parents.It is strictly regulated by the state,with high service quality and reasonable fees.The first choice of most parents was made for public institutions,but the institutions are too few,which can only meet the needs of a small number of infants.In addition,the supervision mode of the country and the relevant policies of the child-care service also have a great impact on the current child-care service.At present,public care service has become a hot spot in the society.Some developed cities in China have become pilot cities to fully develop public childcare services.But the experience of some developed cities is not suitable for comprehensive promotion.The most important thing is to find a suitable way to develop the public care service now.Taking Zao zhuang city of Shandong province as an example,this paper discusses and evaluates the supply model of public childcare service by searching and analyzing relevant literatures domestic and overseas.Through in-depth interview,communication was made with the management personnel,service personnel and parents of local 0-3 year old infants to understand the social demand and development difficulties of the current public care service,as well as the views and suggestions of the public care service practitioners on the development of local public care service for infants and young children.By referring to the advanced experience of foreign developed countries in public nursery care,this paper summarizes a suitable way for the development of urban areas in China,discusses the development model of public care services for infants in urban areas in China,and provides reference for the development of public care services in urban areas in China.
