Research On Service Of Home-based Care For The Aged Of Cities And Towns In China

With the growth of population, the proportion of elderly population is increasing dramatically. Ageing problem causes more and more attention. On the one hand, the practice of one-child policy, and the change of the traditional view weaken the old-style family endowment. On the other hand, high cost but low efficiency, low service level, imperfect infrastructure hindered the organization retirement mode. With the change of time, more and more elders have their own ideas and opinions on retirements. Diversification and individuality required strongly, and long for a kind of life which suitable for their health and economic conditions. Under this circumstances, how to establish an endowment mode which can not only meet the demand of most the elderly but also make full use of social resources has become an vital problem that need to be solved.The mode of family endowment has achieved great effect on easing the pressure of social endowment, and also met the requirement of staying with their families of elderly people. Relying on the community, making more elder people enjoy the family endowment service, realize the reasonable allocation of manpower and financial resources. Through the field study in H town. Anhui Province, learning from the basic situation of the elderly people and referencing world’s successful experience of home-based care services. This article analysed potential problems may exist in the process of implementing family endowment service problems, and provided several suggestions on perfecting the urban area’s endowment countermeasures by making full use of existing resources.The first part is arranged as an introduction which introduced the research background and significance. By reviewing the domestic and foreign literature reference, it cleared the purpose of this study and methods and put forward the innovative research for subsequent research. The second part is concept definition and theoretical research which included the establishment of Home care, Family pension, Pension agency and Home-based care services concept, and clearly defined the family care service related theory. the welfare pluralism theory, demand hierarchy theory and the theory of community care. The third part to the fifth part is the key point of this article analysing the home endowment service of H town by three areas respectively.By analyzing the data from the sample in third part, acknowledged the basic situation of this region and the old people’s endowment and pension demand and the opinions from the elderly people who preferred the home endowment service. The fourth part analyzed the home endowment service operating mechanism of H town from the source of funds, policy support and service supply respectively. Fifth part went through investigation and study reality, problems such as insufficient fund and public acknowledgement, low social recognition, the imbalance between supply and demand, imperfect home-based care services facilities and unsound service evaluation mechanism founded in the process. To investigate the reason, it mainly included insufficient recognition and work force, inadequate policy supports. The sixth part introduces some practical experience of home endowment service in other regions and countries, summarized some useful information and lessons we can learn from. The seventh part gave some measurements and suggestions in order to improve the urban home endowment service. First of all, increasing policy support and propaganda; Secondly, increasing capital investment and diversify investment sources; Thirdly, establishing the participation of the government and social service system; At the same time, widen the ways of the home-based care services such as enriching the content of family endowment service, providing mutiple innovation levels of endowment service, establishing a professional home endowment service team. Finally, the infrastructure construction and service evaluation mechanism should be improved. The eighth part is the conclusion which summarized the full text of the central point and the existing shortcomings in this article.
