Research On Government Planning In The Construction Of Zhengguo Characteristic Town

New urbanization is the only way for modernization.With the economy of China entering a new normal,innovation becomes the new impetus for economic development,while characteristic towns become the optimal choose to provide low-cost place for entrepreneurship and innovation.In the process of planning and constructing the characteristic towns,the government guidance and market-oriented advancement are the two forces to be used mainly.The government guidance is mainly aimed at the function and direction of the development and position of characteristic towns.It is guided by advanced long-term directions such as vision and concept.At the same time,it manages and controls the planning and the land to remedy the market failure.Under the guidance of national policies,many provincial and municipal levels have successively issued relevant policies,attaching great importance to the development of local characteristic towns.The formulation and implementation of public planning by local governments are obviously the important parts of the development of characteristic towns.The characteristic towns bear the heavy responsibility of the current and even future economic transformation of China.However,it is still in the early stage,and there are still some weak links and problems in the local government's construction.For this reason,it is particularly important for the study of government planning in the construction of characteristic towns.This paper takes "the government planning in the construction of characteristic towns" as the research topic.Based on the case of Guangzhou Zhengguo Characteristic Town,from the perspective of local government,it introduces its economic and social conditions and planning,analyzes the problems and causes of government planning,further propose the workable,propagable and reproducible path suggestion,and provide theoretical references for planning in small towns to be built.The main research contents and framework are as follows:The first part elaborates the reason and significance of this topic from the aspects of research background,research purpose and significance,related research summary and theoretical framework.The second part sorts out and analyzes the development status and current planning of Zhengguo Characteristics Town,summarizes the existing problems.Aiming at the problems existing in the current planning system of the Zhengguo Town government,the third part explores the reasons from the three aspects of planning,implementation,and post-planning evaluation.The fourth part draws on the development experience of domestic and foreign towns,evaluates and summarizes it.The fifth part,from the perspective of local government,thinks about how to improve and strengthen the planning of Zhengguo Characteristics Town.It proposes from the aspects of policy system innovation,concept orientation adjustment,simplified administration and decentralization,improvement of government services,and optimization of policy evaluation and supervision system.The innovation of this paper is mainly manifested in two aspects:Firstly,from the perspective of local government,we discuss in depth the problems and reasons in the planning of the construction of characteristic towns.Secondly,on the basis of evaluating the public planning of Zhengguo Characteristics Town,we contrapuntally put forward the workable,propagable and reproducible path suggestion.
