Research On The Optimization Of County Government Function In The Development Of The Characteristic Town Of Jiangnan Tea Horse Ancient Town

In the upsurge of urbanization construction,characteristic towns have become a strong driving force for regional development with their unique advantages of integrating industry,tourism,community and culture.Hunan Province conforms to the trend and strives to cultivate a number of strong industrial towns,major commercial towns,famous tourist towns and other specialized towns.Anhua County,as the "Town of Black Tea in China" and "Hunan Traditional Chinese M edicine Bank",is the backbone of promoting tea industry and cultural construction in Hunan Province.With the guidance and support of governments at all levels,Anhua County,based on Jiangnan Town and Meicheng Town,has gradually taken the road of buildi ng small towns with distinctive characteristics.However,at present,there are many problems in the development of Anhua County's Characteristic Towns of Chama Ancient Town in the south of the Yangtze River.Therefore,how to use the functions of governme nt macro-control to promote the construction of characteristic towns has become an urgent problem to be solved by Anhua County-level Government.Based on the new requirements of the construction of characteristic towns for the functions of county-level government departments,this paper adopts the public finance theory,the new public service theory and the new public management theory to carry out on-the-spot investigation,information consulting,conversation visits and other activities.Based on the current situation of the construction of Characteristic Towns in Chama ancient town in Jiangnan of Anhua County,this paper analyses the county-level government in the process of Constructing Characteristic Towns in Anhua County.There are some problems in the functioning of the organs,such as the imperfect guidance system,the weak policy support and the imperfect organizational guarantee.The causes of these problems are analyzed accordingly.Then,drawing on and comparing the construction experience of Hangzhou,Chengdu,Germany and other characteristic towns at home and abroad,this paper explores the orientation of government functions to promote the development and construction of Anhua Chama ancient town,and designs corresponding suggestions and measur es: first,to optimize the functions,including creating guidance,organizing declaration,auditing and evaluation,and second,to support the optimization of functions,including the package.Including four aspects: finance,finance,talent,improvement o f service quality;third,optimization of organizational security functions,including strengthening organizational leadership,implementing division of responsibilities,strengthening publicity and building infrastructure.Through the analysis and study of this paper,a series of optimization strategies are obtained,hoping to effectively guide the Anhua County Government to promote the construction of local characteristic towns such as Chama Ancient Town in the south of the Yangtze River.At the same time,it also hopes to provide corresponding reference for other regional governments to promote the construction of local characteristic towns.
