Military cooperation is an high-level political interaction between countries in the field of defence and security,which is also an important path for countries to establish military alliance dealing with common threats and challenges.Military cooperation is important policy leverage of the United States' foreign policy to maintain and consolidate its hegemony power through related military activities with its partners.In the global strategic layout of the United States,cooperating with allies or partners plays a crucial role in restraining the regional powers' rise from challenging its hegemony interests.As a key link in the Trump administration's foreign policy,U.S.'s military cooperation with India will also enter a new era of development.Under the active promotion of the trump administration,the United States has improved the strategic relations with India and substantially strengthened the level and frequency of cooperation by holding exchange meetings and joint military exercises between the U.S.and India military forces.All the factors mentioned above show that the fundamental purpose of Trump administration's adjustment for U.S.relevant geopolitical and foreign policies and strengthening of military cooperation with India is to reshape the balance of regional power and realize the strategic intention of maintaining and consolidating the global hegemony status of the United States.In view of this,the paper here makes a reasonable analysis and interpretation of the strategic logic of the U.S.military cooperation policy with India and build an analysis framework by combing and summarizing the contents and trends of the two countries' military cooperation and try to find out the in-depth reasons why Trump administration actively promote military cooperation with India.In addition,this paper attempts to use the knowledge of military science,economics and system theory to deduce and explore the key variables and interference factors that affect and restrict the military cooperation between the two countries in the future practices.Through critical thinking and rational analysis,it points out the substantive difficulties and challenges faced by the U.S.military cooperation with India,hoping to play a role in the future research and corresponding countermeasures certain reference and reference function.This paper consists of four parts:In the first part,based on the theory of offshore balance,this paper discusses the nature and strategic motivation of Trump administration's military policy cooperating with India by mining and analyzing the definition and characteristics of offshore balance strategy so as to better identify and grasp the research direction and analysis points.Observing,combing and analyzing recent information and official reports is an important way to study a government's new policies.The second part of this paper is to summarize the development of the cooperation between the two countries and analyze its main characteristics and trends by analyzing various relevant government documents and reports of Trump administration.The third part is based on the induction and analysis of the characteristics of the military cooperation between the United States and India,trying to analyze the role and influence of internal and external factors on policy-making through the analytic hierarchy process.Among them,the change of the international system,especially the regional power relations,is the fundamental reasons that affect the policy adjustment of the United States,and the rise of China and the increasingly fierce competition between China and the United States are the inducement factors for the policy adjustment of the United States.In addition,the dilemma for economic reformation and the role of interest groups inclined to obtain more at the domestic level in the United States are also the key factors that lead to Trump administration to make those major adjustments.The fourth part is to discuss and deduce the restrictive factors of American military cooperation with India under the influence of four situations,namely,cooperation issues and objectives,willingness,practical limits of military means and external environmental constraints.Finally,the conclusion is drawn that trump government's military cooperation with India is a hegemonic act with strong unilateralism.Although it has a certain feasible path in the actual operating environment,it still cannot achieve the effect of both symptoms and treatment under the constraints of various factors.
