The parallel system of posts and ranks has been the focus of China's civil service reform in recent times.It is an important measure for China to promote the deepening reform of the government system and the modernization of government governance capabilities.The aim is to combine the history and practice of China's civil service system reform,with new situations constantly appearing in various fields of the international community,and China 's domestic political,economic,and social development facing new challenges.With reference to the development of public management theory at home and abroad,it is based on its own civil servants.Experiences and lessons in promotion practice,opening up a new model of" dual-channel parallel”for civil service promotion,alleviating the“ceiling”of the promotion of ordinary civil servants and the "job burnout" of civil servants' careers,improving the sense of fairness and gain of civil servants,and re-inspiring civil servants ' entrepreneurship Be enthusiastic,strengthen the construction of the civil service team,and improve the government's governance capacity from the most basic level of individual implementation of public management.After the parallel trials of civil servant positions and ranks at the county level and below in 2015 and the parallel trials of civil servant positions and ranks at the provincial and municipal levels in 2016,the Shandong Provincial Police Department,as a pilot unit of the provincial-level agencies,launched a 2017 trial with the provincial agencies and bureaus The comprehensive management civil servants carried out parallel reforms of their positions and ranks,and experienced the effect of the "new channel" first.This paper aims to clarify the related concepts of job ranks,to sort out the history of the reform of the promotion system of civil servants,to clarify the entire process of the pilot and the related policy orientation through the study of parallel pilot cases of the ranks of Shandong Provincial Police Department.The experience of the pilot reform of civil servant positions and ranks in parallel,analyzing the problems and reasons that occurred in the pilot,and putting forward targeted countermeasures from the recognition of the civil servant group,the shortcomings of the system itself,and the need to improve the supporting mechanism,etc.The further improvement of the parallel system and the self-positioning and career growth of the civil service group provide a certain reference.
