| Under the background of advancing courageously towards the second centennial goal,how to make civil servants meet the requirements of Chinese path to modernization and take the responsibility of doing hard and making great progress in the new era and new journey has always been an important issue for the Party and the government.On June 1,2019,the official implementation of the "Regulations on the Parallel Position and Rank of Civil Servants" marked the official opening of the "dual channel" for promotion of civil servants.This policy has improved the treatment of civil servants and stimulated their enthusiasm for entrepreneurship.However,just like no policy can solve all problems,the new policy also faces some new situations and problems in the implementation process,affecting the further play of the role of the civil service position and rank parallel system.This article focuses on the implementation effects of policies under different institutional mechanisms by analyzing the implementation of the parallel system of job and rank in national civil service units(J MSA)and local civil service units(New Area B),using research methods such as literature review,comparative analysis,and individual interviews,and analyzing the "inverted" rank and unclear boundary of concurrent job and rank in the process of system implementation In order to comprehensively and systematically improve the implementation effectiveness of parallel systems and improve the structure of the civil service team,a practical package of solutions is proposed from four dimensions and twelve aspects: improving the policy system,optimizing the assessment and evaluation methods,strengthening policy publicity and guidance,and building a full process supervision system,Strengthen incentive measures and other aspects of effective recommendations to provide some useful reference for improving the system. |
