In order to further optimize the construction of civil servants and solve the problems of the difficulty and narrow promotion space for civil servants,the state has implemented the system of parallel positions and ranks of civil servants on a pilot basis since 2015.In June2019,the new Civil Servant Law was implemented,and the Regulations on the Parallel Position and Ranks of Civil Servants was issued.The system of parallel positions and ranks was implemented across the country.The promotion path of civil servants has changed from the past position to the double promotion of positions and ranks.Since the implementation of the system for more than 3 years ago,most of the domestic research mainly focuses on the policy theory level and the evaluation of the implementation of the incentive effect,but rarely in the evaluation of the satisfaction of civil servants on the implementation of the system.As a beneficiary of the implementation of the parallel system of position and rank,civil servants can directly reflect the effect of the implementation of the system through the individual evaluation of the implementation of the system,and is conducive to exploring the influencing factors affecting the satisfaction of the implementation of the system.This article with Z district civil servants of position and rank parallel system implementation satisfaction evaluation as a research survey object,first to research situation at home and abroad,combined with the theoretical basis and experts and scholars,make research hypothesis,through Z district civil servants of position and rank parallel system implementation satisfaction evaluation results,using SPSS software of data analysis.It is concluded that the promotion situation,education level,rank of different individual civil servants and whether their units are vertical or dispatched for management are the significant factors affecting the civil servants’ satisfaction evaluation of the system.By further analyzing the deep reasons for the difference in individual satisfaction with the system.It is concluded that the system still needs to be improved in terms of policy content,implementation process and implementation environment.Finally,it puts forward suggestions and measures such as strengthening the flow of personnel,increasing the number of promotions,optimizing the sequence of rank structure,independent rank promotion,optimizing and improving the assessment mechanism and promotion procedure,promoting the practical implementation of policies,building a supervision system,and enhancing civil servants’ internal recognition of people in the parallel system of position and rank,etc.In order to improve the satisfaction of civil servants with the implementation of the system through the above measures,making position and rank to release the maximum policy dividend,,letting the civil servants really benefit from the implementation of the system.
