Differentiated Organizational Faces Of The Homeowners' Committee

The Homeowners' Committee is an important member in the field of grass-roots governance.It is the function of the organization to represent and safeguard the interests of the homeowners.However,after more than 20 years of development,the Homeowners' Committee does not fully move towards the initial position in the actual operation,but presents a variety of organizational faces,or paralysis,or difficulties,or alienation,the real path to autonomy is rare.For the study of the organizational faces of the Homeowners' Committee,the academic community has made a detailed description from its functions,dilemmas,effects and other aspects.The research perspective includes social relations,social structure,etc.the research methods include qualitative research,quantitative research,etc.the theories used involve self-organization theory,cooperative governance theory,etc.,which can be used for reference in understanding the different organizational faces of the Homeowners' Committee.However,due to the lack of vertical overall description and horizontal comparative study of the Homeowners' Committee,it is not conducive to reveal the internal logic behind the different organizational faces of the Homeowners' Committee.In view of this,this paper attempts to use the typological analysis method,starting from the different types of the organizational face of the Homeowners' Committee,trying to find out the influencing factors behind the differentiated organizational faces of the Homeowners' Committee,and then find out the generating mechanism of the differentiated organizational faces of the Homeowners'Committee,so as to provide the action path for the Homeowners' Committee to move towards the autonomous orbit.It is the writing logic of this paper to put forward hypothesis and verify hypothesis.In the hypothesis part,based on the division and summary of the organizational faces of the Homeowners' Committee,this paper takes the behavior ability and behavior will as the influencing factors,and to the Homeowners' Committee,this behavior ability is its operation ability,and the behavior will can be measured by its representativeness,so putting forward the theoretical framework,that is,the different organizational faces of the Homeowners' Committee,comes from the combination of different degrees of operation ability and representativeness.In the part of verification hypothesis,this paper takes DR building as a sample.The reason is that there are four sessions of Homeowners'Committee in the building,and the performance and operation results of the four sessions are different.After the extraction and combination analysis of the four sessions of Homeowners' Committees' operation ability and representativeness,the rationality of the theoretical framework is verified from the practical level.It is found that the good-governance Homeowners' Committee comes from the combination of strong operation ability and strong representativeness,the self-interest Homeowners' Committee comes from the combination of strong operation ability and weak representativeness,the passive Homeowners' Committee comes from the combination of weak operation ability and strong representativeness,and the zombie owner committee comes from the combination of weak operation ability and weak representativeness.Starting from the improvement of operation ability and representativeness,we can inject selection mechanism,supervision mechanism,consultation mechanism and power mechanism into the Homeowners' Committee,so as to pull the Homeowners' Committee into the orbit of autonomy.
