From the construction of urban community in our country since the middle of last century in 90s, community autonomy has been a difficult topic. Communities can autonomy? How to understand the connotation and extension of community autonomy? What is the inner logic of community autonomy? In this regard, the academic and the practice departments are trying to explore. In this paper, will use the analysis framework of "empowerment and ability increase" to explain the issue of community autonomy. Through the qualitative research on the Z community’s good neighbor in X City, to explore the possible practical process and its internal mechanism of community autonomy in county area, to promote or contribute to the existing research of community autonomy.First of all, this paper systematically reviews the relevant research of community autonomy, have a critical understanding of the current two main research orientation of "residents autonomy" and "community governance". "Residents autonomy" orientation emphasizes the pure community autonomy of national "absent", is a concept of denationalization; "community governance" orientation emphasizes the interaction and cooperation among multiple agents in local governance, and community autonomy as the element of community governance. However, this concept lacks of theoretical analysis of mechanism the possibility of cooperation and interaction among multiple agents. Based on this, this study tries to use the theory of social corporatism as the analysis perspective, this theory emphasizes the interaction and cooperation between the government and the society is based on the "internal mechanism of community oriented". However, social corporatism theory still attached to the "presence", under this premise of community autonomy is no longer purely autonomous of denationalization, but combination the presence of national with community autonomy, is "moderate autonomy". Thus, this perspective is the extension and replacement of the existing mainstream paradigm. And then, this "moderate autonomy" how to connected with the practice in reality? The author construct the framework of "empowerment-ability increase" to operationalization, to analysis the internal mechanism and process of community autonomy in X city Z community, and further discusses the action logic of community autonomy construction and government action under the former residents who participate in the combination of independent. Based on this, this article attempts to summarized and refined the community autonomy power and multi core mechanism in Z community’s good neighbor, and explained the deep mechanism of moderate community under the perspective of social corporatism.The study found that Z community’s good neighbor autonomy practice shown the transformation from empowerment to ability increase, combined with the theoretical of social corporatism, the dynamic mechanism of this transformation is mainly from the social nature of the party, the government service oriented governance and the growth of the social autonomy, and these three aspects are based on the common goal of community construction, community development and community reconstruction. Therefore, multi subject towards more integration of the "community-based" governance community construction is the inherent requirement and the core mechanism of grassroots social governance, models of the community autonomy from guidance of the state to moderate governance transformation. It pays more attention to the separation of government and society the linkage to communities, social organizations and social worker, which continue to move towards a shared development of the logic of practice.
