As the primary resources,talent resources are the inexhaustible drivings for assisting innovation and development,and promoting social progress.Governmental talent service agency is the pioneer of public service for talents,that in a position of responsibility for promoting an appropriate amount of movement and optimal allocation of personnel,and providing powerful talent service guarantee for economic and social development.Suited to the gradual perfection of the socialist market economy and the intensification of the government-sponsored institutions reform in our country,Governmental Talent Service Agency in Liaoning province appears some problem in the procession of playing its function because of its self system,that can not effectively meet the growing demand of public services for talents.These problems are as follows:talent public service business is shrinking and its functions are weakened.the service content is single and the service means are backward,the support is insufficient and it limited the function play of talent service,service standards are not unified,and the effectiveness of functions can not be effectively evaluated.All of these problems bother the governmental talent service agencies in Liaoning province that they cannot offer better and higher-level public service for talents for the social mass.In order to improve the function play of governmental talent service agencies in Liaoning province,this paper firstly defines the function concept and range of government talent service agency,and takes the theory of 'Human Capital Theory','Market Failure Theory' and 'the New Public Service' as the theoretical basis.According to the status of governmental talent service agencies' function play,the paper applies methods of document research and field method,deeply analyzes the main reasons for these problems,they are as follows:The position of governmental talent service agency is obscure,and the public service consciousness is not strong;the institutional mechanism is not active and its own construction is not strong;the financial input is not enough and construction of service team is insufficient;policies and regulations are not matched.And put forward targeted countermeasures according to those reasons:Firstly,to make clear the function position of governmental talent service agencies and to strengthen public service consciousness.Secondly,to promote plural-subject public service supply and to strengthen itself construction.Thirdly,to increase financial input and the talent work team of governmental talent service agencies.Fourthly,to perfect the relevant policies and regulations and to establish and improve public-oriented performance evaluation system.Through the study of function play of governmental talent service agencies in Liaoning province,it's aimed at effectively solving the problems that arise in governmental public service in Liaoning province,and serving the general public better.
